ALGIERS- The President of the Republic, Abdelmadjid Tebboune, chaired, on Sunday, a meeting of the Council of Ministers to discuss a bill that lays down rules for the prevention, intervention, and limitation of risks linked to disasters. During the meeting, the President emphasized the importance of surveillance, anticipation, and extreme vigilance.
To deal with natural disasters, whatever their nature, President Tebboune instructed the development of intervention plans. At the local level, the Walis are called upon to update the needs of each wilaya every six months in terms of human resources and material needs to avoid any obstruction of the intervention operations.
As a reminder, the government examined a draft bill on May 31, which relates to the prevention of major risks and the management of disasters within the framework of sustainable development. This draft text replaces the 2015 Paris Agreement on Climate Change and the 2015 Sendai Framework and addresses new challenges, including risks related to extreme climate, biotechnology, cybernetics, and locust risks.
The bill enshrines a new proactive approach in this area, which is essentially based on the consolidation of the preventive dimension. This approach significantly reduces the risks of disasters and their impacts, particularly through the strengthening of information actions, communication, awareness-raising, and training. Additionally, it builds resilience and intervention capacities based on a national program of scientific research and technological development in this area.
