Five Years to Transform Algeria’s Agricultural Sector: Minister Yacine El Mehdi Oualid Sets Ambitious Vision

Algiers – October 2025 – In a declaration of strategic intent, Yacine El Mehdi Oualid, Minister of Agriculture, Rural Development, and Fisheries, announced a sweeping five-year plan to modernize Algeria’s agricultural sector during the opening session of the National Conference on Agricultural Modernization, held at the International Conference Center (CIC) in Algiers. The event convened government officials, economic stakeholders, international representatives, and leading national and foreign agricultural experts.
Towards Smart, Water-Efficient Agriculture
The minister emphasized that Algeria possesses 8.5 million hectares of arable land, representing only 3.6% of the national territory. Despite this limited proportion, agriculture contributes 14.5% to GDP and employs over 2.6 million Algerians. Highlighting the strategic role of the sector in ensuring food security and economic sovereignty, Oualid underscored persistent challenges such as water stress, limited mechanization, and dependency on imports.
“Our path is towards smart agriculture that conserves water, leveraging modern technologies, treated wastewater reuse, and widespread drip irrigation,” he stated, stressing that the conference marks the start of a structural transformation grounded in science, technology, and innovation.
Ambitious Productivity Targets and Digital Transformation
Looking ahead, the minister set forth a vision for highly productive, sustainable, and competitive agriculture, emphasizing digitalization and the development of efficient value chains. Within five years, the goal is to achieve an average wheat yield of 40 quintals per hectare. Oualid added, “We aim to ensure food security for an Algeria of 65 million people and become exporters of agricultural products. We will restore the land’s value, the farmer’s dignity, and the citizen’s food sovereignty.”
To achieve these objectives, the ministry plans to establish eight strategic workshops focusing on production and food security, sustainable financing, research, digital transformation, commercialization, water management, governance, and start-up participation.
The minister also highlighted the country’s immense natural potential, particularly in the South, which covers more than three times the area of the North. Here, groundwater reserves are estimated at nearly 60,000 billion cubic meters, a “strategic treasure” and sustainable national asset.
Oualid emphasized the need for a unified national effort, integrating energy, land, scientific research, and human capital to develop an integrated agricultural model across all regions, particularly in the South, where over one million hectares could become strategic agricultural zones.
“This vision aligns with the country’s broader strategy: transitioning from a dependent economy to a productive one, from a technology-consuming nation to one that masters and develops its own technologies,” he declared, stressing that the success of Algerian agriculture relies on collective responsibility and the coordinated effort of all stakeholders.
