FNI Establishes Technology Hub with Leading Digital Consortium

Algiers, September 2025 – In a step toward cementing Algeria’s leadership in the digital era, the National Investment Fund (FNI) has unveiled the creation of a major technology hub, in collaboration with a consortium of four pioneering companies in the ICT sector, including Optimum Télécom Algérie (Djezzy), IT-DEV Spa, Inet Spa, and Smart Test Spa.
The convention, signed by Salah Labani, CEO of FNI, alongside executives Boumediene Senouci (Optimum Télécom Algérie), Boudjemaa Aouaroun (IT-DEV Spa), Fella Gaouar (Inet Spa), and Djalal Saidouni (Smart Test Spa), establishes a strategic alliance designed to accelerate Algeria’s digital transition under the framework of the National Digital Transformation Strategy 2030.
According to the FNI, this hub is destined to become a cornerstone of national digitization, with a strong initial focus on the financial sector. By federating expertise, infrastructure, and the technological subsidiaries under FNI’s umbrella, the project seeks to modernize state institutions and enterprises alike, positioning Algeria as a regional digital powerhouse.
The initiative is described as a structuring milestone, marking a turning point in the role of the FNI. No longer limited to financing strategic state projects, the Fund now positions itself as a central player in shaping Algeria’s digital ecosystem. The hub will act as an investment vehicle, maximizing efficiency through resource-sharing and infrastructure mutualization, while also channeling the know-how of its partner companies to deliver impactful solutions.
Beyond its domestic mission, the technology hub is conceived as a gateway to regional and international markets, enabling Algeria to compete on a global scale in the provision of cutting-edge digital services. It is expected to spearhead the development of modern, efficient, and accessible solutions for both citizens and businesses, bridging institutional reform with the imperatives of technological innovation.
In line with directives from the Council of State Holdings, the hub will also stimulate investment opportunities in ICT, particularly by supporting SMEs and startups active in telecommunications and innovation. This approach aims to foster a vibrant ecosystem for digital entrepreneurship, ensuring Algeria’s integration into global technological value chains.
