Algiers, Algeria | In a development that continues to send shockwaves through France’s agricultural sector, the country’s wheat producers are grappling with the growing impact of Algeria’s decision to halt wheat imports from its once-primary European supplier. What was initially perceived as a temporary diplomatic strain has now morphed into a full-fledged structural rupture in bilateral agricultural trade—one that French grain farmers warn could lead to a systemic crisis.

For the second consecutive season, France has failed to export a single ton of wheat to Algeria, once its largest buyer. Speaking to Plein Champ, a leading French agricultural publication, a business engineer at Crédit Agricole Bank confirmed: “Algeria has been absent for two years. Not a single ton was exported for the 2024–2025 campaign.” This chilling statement underscores the gravity of the rupture, which has not only diminished export volumes but also disrupted the financial forecasts of France’s grain sector.

With an anticipated total production of 33 million tons, France expects to export only 8 million tons—well below its traditional average. The absence of the Algerian market leaves France vulnerable to overproduction and unsold stock, compounding pressure on an already strained sector facing fierce global competition. The loss may also cost France its sixth-place position among global wheat exporters, potentially ceding ground to Argentina, as dominant exporters like Russia, Australia, Canada, and the U.S. widen the gap.

The turning point dates back to October 2021, when Algeria, in response to inflammatory remarks by President Emmanuel Macron concerning Algeria’s colonial history, opted not to renew its wheat import contracts with France. The diplomatic fallout had immediate commercial consequences: a sudden and complete halt to a trade flow that, until 2020, accounted for nearly 40% of Algeria’s wheat imports—approximately 3.2 million tons annually.

Algeria has since pursued a deliberate diversification of its suppliers, pivoting toward markets in Russia, Ukraine, and Canada. But beyond mere trade realignment, Algeria’s strategy has been anchored in food sovereignty. President Abdelmadjid Tebboune has repeatedly emphasized the necessity of reducing dependence on grain imports, calling it “unacceptable” and “shameful,” particularly for a nation endowed with vast and fertile lands.

In a landmark announcement, President Tebboune declared during his recent national media briefing that Algeria had achieved, for the first time since independence, self-sufficiency in durum wheat production. He further highlighted strong gains in maize, barley, and soft wheat yields—clear evidence, he noted, of the success of Algeria’s revamped agricultural strategy, which focuses on land expansion and private investment incentives.

This transformation carries dual weight: it affirms Algeria’s growing assertiveness in redefining its economic dependencies and reflects a broader recalibration of postcolonial trade dynamics. For French grain exporters, the lesson is stark. Once buffered by long-standing historical ties, their access to strategic markets can no longer be taken for granted.
