Algiers – November 2025 – President Abdelmadjid Tebboune has inaugurated from Constantine a new chapter in Algeria’s economic sovereignty, outlining a bold and forward-looking vision centered on metal industries, local manufacturing, and technological development. During his visit to the region, he affirmed that the country had achieved “major accomplishments in a short period of time,” announcing that strategic projects such as the Gara Djebilet iron mine and the Bled El Hadba phosphate complex would soon enter production. These declarations are not mere political statements; they form the core of a far-reaching strategy aimed at transforming the heavy legacy he inherited in 2019 into the engine of a genuine national revival.
In his meeting with civil society representatives, the President openly recalled the “battles and rumors” that targeted him in his early years in office. Yet, he asserted, these manoeuvers never succeeded in halting Algeria’s march toward its new developmental model: massive structural industrial projects, a clear developmental roadmap, and an ambitious strategy to redesign the national economy far from dependence on hydrocarbon rents.
President Tebboune emphasized that economic indicators today are positive, pointing out that Algeria maintains firm control of its financial situation and has not resorted to foreign debt, even during periods of declining oil prices. The state, he noted, took deliberate measures to secure the country’s economic future.
Among his most powerful declarations in Constantine was the announcement of an imminent “new and genuine takeoff” that will bring Algeria “to safe harbour once and for all.” He explained that the state is moving ahead with projects to raise phosphate production from 2.5 to 10.5 million tons annually—an expansion that will strengthen the country’s standing in the global markets of fertilizers and minerals, both of which he described as “the new weapon” of modern economies.
He also revealed that the mining railway linking Gara Djebilet to Béchar through Tindouf—a line known as the Djebilet-Béchar route—was completed not in years but in a record timeframe of around eighteen months. This line will facilitate the transportation of industrial output to local and international markets, with the first shipment of iron expected to reach the Port of Oran in 2026. This railway strategy, he stressed, is not merely infrastructure; it lays the groundwork for transforming Algeria into a strategic industrial and logistical junction between the south and the west.
Yet the President’s vision is not confined to extractive and industrial projects. He insists that the future of the national economy also lies in technology and youth. He reiterated the importance of integrating mechanical industries domestically, with the ambitious goal of producing an “Algerian car” containing 40% local components. He further noted that “over 17,000 investment projects” are currently registered with the Investment Promotion Agency—initiatives that open space for young professionals and innovators. He underscored that youth represent Algeria’s true wealth, and that laws have been streamlined to enable their participation in decision-making and the realization of their ideas.
Social considerations were also central to President Tebboune’s message. He stressed that the state does not seek economic growth at the expense of its citizens. Instead, Algeria is committed to a socially responsible economy. It is, he reminded, the only Arab and African country that provides a dedicated unemployment allowance for job-seeking youth—a policy illustrating that the country does not blindly embrace market logic, but rather balances growth with social justice.
Taken together, President Tebboune’s statements in Constantine outline an integrated political and economic doctrine: a vision for building the future, a firm pledge of genuine economic sovereignty, and a candid reminder to the nation that the path toward the “New Algeria” will not be simple. It requires collective effort, sustained investment, and trust in the state’s capacity to convert natural resources into pure economic power.
The struggle Algeria faces today under President Tebboune is not merely against poverty or unemployment, but against a long-standing economic legacy rooted in near-total dependence on hydrocarbons. The objective he has set is clear: an Algeria that produces—an Algeria that innovates—an Algeria that competes on the global stage. A country that is no longer merely an exporter of oil, but one that processes metals, nurtures its intellectual capital, and asserts itself as an industrial and technological force.
This is the challenge he confronts head-on, and it is from Constantine that Algeria’s new era begins.
