ALGIERS, March 9th, 2026 โ€”Brahim Boughali delivered a comprehensive address during a plenary session of the People’s National Assembly (APN), chaired to vote on five key draft laws touching upon Algeriaโ€™s political, administrative, financial, and institutional reforms.

Opening the session, Boughali recalled the symbolic significance of the month of March in Algeriaโ€™s national memory, describing it as the โ€œMonth of the Martyrs,โ€ a period deeply rooted in the countryโ€™s collective remembrance of the struggle for freedom and the recovery of national sovereignty.

Paying tribute to the heroes of the liberation struggle, he invoked iconic figures of the revolution such as Larbi Ben Mโ€™hidi, Amirouche Aรฏt Hamouda, Si El Haouรจs, and Mostefa Ben Boulaรฏd, whose sacrifices, he noted, continue to inspire Algeriaโ€™s ongoing nation-building efforts.

Tribute to Algerian Women

On the occasion of International Womenโ€™s Day, Boughali extended his recognition to female parliamentarians and Algerian women more broadly, praising their historic role in the liberation struggle and their enduring contributions to national life.

He emphasized that Algerian women had played multiple roles during the revolutionโ€”as mothers, fighters, nurses, and supporters in both mountains and citiesโ€”standing shoulder to shoulder with men in the historic battle for independence.

According to Boughali, empowering women and strengthening their participation in public life represents both a legal right and a recognition of their central role within Algerian society and state institutions.

Political Reform and Strengthening Democratic Practice

Turning to the legislative agenda, Boughali highlighted that the organic law on political parties constitutes a cornerstone of the political pluralism enshrined in Algeriaโ€™s Constitution.

He described political parties as the primary schools of democratic practice and essential frameworks for political engagement and decision-making. Strengthening transparency in their management, promoting internal democracy, and regulating funding mechanisms, he said, are all measures designed to enhance integrity within political life.

The legislation also emphasizes expanding the participation of youth and women within political parties, particularly in leadership structures and founding processes.

Territorial Reorganization and Local Development

Boughali also addressed the draft law on the territorial organization of the country, describing it as part of President Abdelmadjid Tebbouneโ€™s commitments to modernizing the stateโ€™s administrative structures.

The creation of 11 new fully empowered provinces (wilayas), he noted, reflects a strategic vision aimed at promoting sustainable development, strengthening regional balance, and bringing public administration closer to citizens.

Parliamentary Oversight and Financial Governance

Regarding the 2023 Budget Settlement Law, Boughali underscored its importance as one of the key constitutional tools enabling Parliament to oversee the management of public finances.

He also highlighted the role of joint parliamentary committees in resolving legislative disagreements between the two chambers of Parliament, describing their activation in reviewing provisions related to the law criminalizing French colonialism in Algeria and amendments to the traffic law as evidence of the growing maturity of Algeriaโ€™s parliamentary practice.

The proposed law on the criminalization of French colonialism was presented as a text that reaffirms the historical, legal, and moral dimensions of preserving Algeriaโ€™s national memory and honoring the sacrifices of its people.

Cybersecurity and Digital Sovereignty

Boughali further addressed the profound transformations shaping the global digital landscape, warning that cyberattacks and information warfare represent emerging threats with international implications.

In this context, he welcomed the launch by the Ministry of National Defence of the National Strategy for the Security of Information Systems (2025โ€“2029), describing it as part of a forward-looking national vision aimed at strengthening Algeriaโ€™s cyber resilience and safeguarding its digital sovereignty.

The strategy, he noted, adopts a proactive and anticipatory approach to protecting critical digital infrastructure while placing citizen security at the heart of the countryโ€™s digital ecosystem through enhanced cybersecurity awareness and the promotion of safe digital practices.

Supporting Youth and Addressing Citizensโ€™ Concerns

Concluding his remarks, Boughali praised the outcomes of the latest Council of Ministers meeting and the measures adopted to address citizensโ€™ concerns and improve living conditions.

He welcomed government efforts to intensify field monitoring to combat illegal speculation and impose deterrent sanctions against those manipulating essential goods.

He also commended President Tebbouneโ€™s participatory approach in consulting political parties regarding the final version of the electoral constituencies law, as well as the launch of the ambitious National Youth Plan, aimed at addressing the aspirations of young Algerians and strengthening ties between youth at home and members of the Algerian diaspora abroad.
