From Pandemic Wake-Up Call to Pharmaceutical Powerhouse: Algeria’s Strategic Drive Toward Health Sovereignty

ALGIERS – February 22, 2026 – Health sovereignty has emerged as a strategic imperative in Algeria. The country has invested decisively to position itself today within the global circle of producers of critical medicines.
In Algeria, health sovereignty is not a slogan. Even if it once risked becoming one, it ceased to be so in the wake of the Covid-19 pandemic. That period served as a wake-up call, and the post-pandemic awareness it generated prompted the public authorities to confront the issue head-on.
A Comprehensive Strategy
Since then, Algeria has invested to join the global club of producers of critical medicines, marking a notable entry. For the public authorities, health sovereignty stands as a major challenge, driven by the necessity of securing solid national capacities capable of guaranteeing access to healthcare, medicines, and medical equipment without excessive dependence on external sources. For President Abdelmadjid Tebboune, this sovereignty—inseparable from water and food sovereignty—represents both a strategic choice and a national security requirement.
The global pandemic of 2019 exposed the fragility of the national health system, even if the situation was not unique to Algeria. Many other countries faced shortages of health products and equipment. From that experience grew the conviction that local production and diversification of supply sources are essential to ensuring continuity of healthcare services. In this perspective, the President instructed the government to launch a dynamic process to revive and structure the national pharmaceutical industry, aiming to increase the coverage of local market needs through Algerian production.
Reducing Imports and Guaranteeing Medicine Availability
Today, the results demonstrate the soundness of this approach. Algeria possesses significant assets: an extensive hospital network, recognized medical expertise, and a growing pharmaceutical industrial base, driven notably by private-sector investment. The establishment of a ministry dedicated to the pharmaceutical industry marked an important milestone in organizing and regulating the sector.
Through incentives granted to national and foreign operators willing to invest in this field, the sector has recorded notable advances. From the outset, the ambition of the public authorities was clear: strengthen local drug production, encourage the manufacture of generics, develop biotechnology, and promote technological partnerships enabling the transfer of know-how.
Partnerships with various countries have reinforced the strategy’s coherence. For Algeria, the objective is twofold: reduce the import bill, which weighed heavily on the public treasury, and guarantee the continuous availability of treatments for citizens, who were sometimes forced to rely on informal means to obtain medicines that were out of stock.
However, for the authorities, the notion of health sovereignty extends far beyond the production of medicines. The vision is broader. It includes strengthening scientific research, training healthcare professionals, and developing national capacities in epidemiological surveillance. In this regard, the contribution of universities is indispensable.
Strengthening Algeria’s Resilience to Future Epidemic Challenges
The establishment, at the end of 2025, of a multisectoral and multidisciplinary working group tasked with monitoring the project to create an Integrated Center for Virology Research and a vaccine production facility falls within this framework and reflects the implementation of presidential directives aimed at consolidating health sovereignty and strengthening national capacities in scientific research and pharmaceutical industry.
This project seeks to build advanced national capacities in research, development, and production, ensuring national self-sufficiency in vaccines and the sustainability of health resources, while reinforcing Algeria’s resilience to future epidemiological challenges and promoting its standing on the regional and international scientific and health stage. It includes representation from the Ministry of Higher Education and Scientific Research, recognizing that universities and research centers play a decisive role in biomedical innovation, vaccine production, and mastery of advanced medical technologies.
Support for research and encouragement of collaboration between public institutions and the private sector thus constitute essential levers. Beyond the state’s determination to secure health sovereignty, the stakes are also economic and social. Developing a competitive pharmaceutical industry can generate skilled employment, stimulate investment, and open export prospects toward African markets within the framework of South-South cooperation—an approach already underway.
On the social front, health sovereignty reinforces the state’s policy of social justice by ensuring equitable access to healthcare and treatment for all citizens, particularly those living in Algeria’s most remote regions.
