Government Meeting: Draft Highway Code Reaches Final Stage, Executive Decrees Advance in Telecommunications, Audiovisual Production, and the Economic Role of Universities

Algiers – November 2025 – The Algerian government has finalized the long-awaited draft law revising the national Highway Code, marking a decisive step toward the reinforcement of road safety and the tightening of penalties for traffic violations. The announcement followed Wednesday’s cabinet meeting, chaired by Prime Minister Sifi Ghrieb, during which the text was examined “in its final reading,” according to an official communiqué from the Prime Minister’s Office.

The new draft law, developed pursuant to directives issued by President Abdelmadjid Tebboune during the Council of Ministers meeting on November 2, 2025, aims to confront the persistent scourge of road accidents across the country. The statement underlined that this legislative framework seeks to “strengthen the fight against road accidents through strict and rigorous measures, including harsher criminal sanctions against offending drivers,” with the overarching objective of significantly reducing the annual death toll on Algerian roads.

The proposed reforms are expected to introduce a comprehensive overhaul of the current road traffic system, ensuring greater accountability and deterrence, while promoting a culture of safety and responsibility among motorists.

New Licensing Framework for Algérie Télécom

In addition to the draft Highway Code, the government reviewed a proposed executive decree approving the renewal of the establishment and operating license granted to Algérie Télécom SPA. The renewal pertains to the operation of a public electronic communications network and the provision of related services.

According to the Prime Minister’s communiqué, the updated framework introduces “adjustments to the technical specifications to align with developments in the telecommunications sector,” notably by expanding the scope of activities to include services linked to fixed electronic communications networks.

The decree also provides for a revision of national coverage requirements, service quality standards, data protection measures, and compliance protocols in the field of cybersecurity. These updates reflect the government’s determination to modernize the telecommunications infrastructure while ensuring secure, equitable access to digital services across all regions of the country.

Regulation of Audiovisual Production and Filming Activities

Another key item on the cabinet’s agenda was the examination of a draft executive decree setting out the conditions and procedures governing audiovisual production and the filming of audiovisual works.

This text, developed in accordance with Law No. 23-20 of December 2, 2023, on audiovisual activities, “constitutes a major step in completing the regulatory framework enabling the effective implementation of the new system governing the audiovisual sector,” the communiqué explained. The reform is designed to foster professionalism, transparency, and creative freedom, while ensuring that the production of audiovisual content aligns with national standards and cultural priorities.

Enhancing the Economic Role of Universities

In a separate communication, the government discussed the strategic importance of accreditation, certification, and standardization processes in enhancing the economic role of Algerian universities. The presentation highlighted how these mechanisms can strengthen the value of research and innovation outputs and support national development objectives.

This initiative, according to the statement, represents “the prelude to a strategic project” aimed at establishing a comprehensive national network for accreditation, certification, and standardization. The network will cover all value chains in the national production of goods and services, ensuring that Algerian innovation is recognized, certified, and competitive on both local and international scales.
