Algiers – November 2025 – In a meeting held on Tuesday, 18 November 2025, Prime Minister Sifi Ghrieb presided over a comprehensive governmental session dedicated to examining key national priorities, ranging from the protection of public spaces to the reinforcement of educational conditions, the strengthening of technological transformation, and the consolidation of Algeria’s transition toward a green and circular economy.
The meeting opened with an in-depth review of a new regulatory framework designed to govern the creation and maintenance of artistic works in public spaces. The proposed presidential decree outlines the technical, aesthetic and cultural criteria guiding the installation of statues, memorials and monuments commemorating national memory and embodying Algeria’s cultural and civilizational identity. By standardizing procedures and protecting artistic heritage, the framework seeks to elevate the visual and symbolic dimension of public spaces across the country.
A special emergency plan dedicated to improving conditions within primary schools was presented in line with the directives of the President of the Republic. The plan aims to reinforce essential services such as school meals, transportation, heating, maintenance, and staffing. Particular emphasis is placed on rural and remote regions, ensuring that all pupils—regardless of geography—benefit from dignified, safe and equitable learning environments during the winter season and beyond.
The government also examined strategies to boost technological transfer capacities and strengthen innovation within universities, with a national roadmap proposing the creation of a unified network connecting laboratories and technological platforms across universities and research centers. This network aims to consolidate resources, foster scientific synergy, and accelerate the emergence of a national innovation-driven economy capable of supporting Algeria’s technological sovereignty.
In addition, the government reviewed the development of a National Code for Waste Recycling Value Chains, a crucial step in Algeria’s shift toward a circular economy that reduces reliance on imported raw materials, limits environmental degradation, and generates new opportunities within the green economy. The strategy centers on enforcing extended producer responsibility, modernizing recycling infrastructures, and transforming waste into economically valuable resources or alternative energy.
