Hamlaoui Presides Over Closing of the Summer University for Sahrawi Women in Mostaganem

Mostaganem, Algeria – July 2025 |  In a resounding affirmation of Algeria’s enduring solidarity with the Sahrawi cause and its commitment to empowering civil society actors, Dr. Ibtissem Hamlaoui, President of the National Observatory of Civil Society (ONSC), oversaw the closing ceremony of the Summer University for Sahrawi Women, hosted in the recreational park “Mostaland” in the coastal province of Mostaganem.

Organized by the General Union of Free Students (UGEL), the event marks a pivotal initiative in strengthening the leadership, media advocacy, and institutional participation of Sahrawi women in their national struggle and state-building efforts.

Dr. Hamlaoui was received by Ahmed Manassri, the Secretary General of the Wilaya, alongside high-level local officials including the Vice President of the Provincial People’s Assembly, the Mayor of Mostaganem, and the District Head. The ceremony also witnessed the distinguished presence of senior Sahrawi officials, including:

  • Salkam Ankia, member of the National Secretariat of the Polisario Front in charge of civic organizations and mass mobilization

  • Moussa Salma, Sahrawi Minister of Culture

  • Chaba Sini, Secretary General of the National Union of Sahrawi Women

  • Mbarka Ma El Ainine, Head of the Political Committee in the Sahrawi National Council

  • Leila Essalek, Secretary General at the Ministry of Civil Service and Administrative Promotion

  • Mohamed Lami Mezidaf, in charge of social affairs at the Sahrawi Embassy in Algeria

Digital Empowerment and Civic Formation

Dr. Hamlaoui, accompanied by the Rector of Abdelhamid Ibn Badis University, UGEL Secretary-General Farouk Belmakhfi, and Sahrawi dignitaries, paid an official visit to the training workshops held at the university’s Faculty of Medicine. These workshops were supervised by a cadre of Algerian university professors and experts and focused on developing digital content creation skills in defense of just causes, particularly the Sahrawi cause.

The training program, part of the broader Summer University of Sahrawi Women, targeted both Algerian students and Sahrawi civil society actors. Over three intensive days, participants engaged in sessions designed to enhance their proficiency in digital media, storytelling, and combating misinformation across social media platforms.

Workshops and Celebration

The festival’s educational segment included critical workshops on:

  • The role of Sahrawi women in state-building and institutional resilience

  • Human rights and civic mobilization

  • Strategic digital advocacy and anti-disinformation practices

These sessions were capped with a large-scale closing ceremony at Mostaland Park, celebrating the empowerment of women through knowledge and community. The Sahrawi Minister of Culture and several Sahrawi officials joined in the final festivities, reaffirming the mutual commitment to fostering a conscious and proactive civil society.

The event concluded on a high note, with collective calls for continued partnership, training, and joint advocacy between Algerian and Sahrawi institutions, laying the foundation for a new generation of digitally empowered, civically engaged Sahrawi women leaders.
