Hamlaoui: Provincial Sessions Embody the State’s Vision of Citizen Participation in Local Development

Algiers – October 2025 – The President of the National Observatory of Civil Society, Dr. Ibtissem Hamlaoui, affirmed that the provincial sessions for neighborhood and village committees constitute a concrete step toward realizing the State’s vision of citizen engagement in shaping and executing local development initiatives.
Speaking from Ouargla, where she oversaw the launch of the sessions under the high patronage of the Prime Minister, Hamlaoui emphasized that this initiative forms part of the national strategy to strengthen participatory democracy and promote community-based governance. The sessions are organized in coordination with the Ministry of Interior, Local Authorities and Urban Planning, and the Ministry of Transport, in partnership with several key ministries and institutions, including Education, Housing and Urban Development, Youth, Environment and Quality of Life, as well as the National Economic, Social and Environmental Council, the National Gendarmerie, the National Police, and the Civil Protection Directorate.
The event was attended by Ouargla’s Wali Abdelghani Filali, the President of the Provincial People’s Assembly, members of the security committee, elected officials at both national and local levels, heads of districts, members of the executive body, representatives of the revolutionary family, and leaders of neighborhood and village committees.
In her address, Hamlaoui highlighted that these committees represent a vital link in strengthening civic awareness and social cohesion, noting their essential role in addressing citizens’ daily concerns, spreading solidarity, promoting civic behavior, and preserving the environment. She underscored the importance of supporting and training these committees to make them effective actors in sustainable development and in the construction of a responsible, organized, and participatory civil society.
On the sidelines of the event, several interactive dialogue sessions were held, led by representatives from the Interior Ministry, Transport, Gendarmerie, Police, Environment Directorate, and Civil Protection, tackling critical issues such as community safety, environmental protection, prevention of natural and social risks, and mechanisms for reinforcing civic engagement in improving living conditions.
The sessions were marked by open debates and constructive exchanges among local stakeholders and representatives from various sectors, fostering a spirit of collaboration and shared responsibility.
The proceedings concluded with a set of practical recommendations aimed at enhancing the role of neighborhood and village committees, improving coordination with local authorities, and translating the State’s vision of an empowered, participatory, and dynamic civil society into tangible action.
