Higher Education: Algeria Strengthens Scientific Mobility Abroad with New Transparent and Merit-Based Rules

ALGIERS, March 10th, 2026 — The Ministry of Higher Education and Scientific Research has unveiled a comprehensive overhaul of Algeria’s scientific mobility programs abroad, establishing clear, merit-based criteria aimed at enhancing the skills of faculty members, doctoral students, and technical staff, while boosting the international visibility of Algerian research.
The revamped system introduces transparent rules that prioritize doctoral candidates engaged in well-defined research projects, alongside permanent faculty and research staff. For the first time, administrative and technical personnel can participate in selected training programs, marking a significant expansion of inclusivity.
The new framework offers various formats tailored to participants’ profiles. Short-term enhancement internships, ranging from 15 to 30 days, target faculty, researchers, and doctoral students from their second year. Long-term internships, extending up to nearly six months, focus on master’s students enrolled in international double-degree programs, thereby exposing emerging researchers to global scientific standards. Brief scientific residencies of 7 to 15 days are reserved for faculty and project leaders to advance research projects or prepare for university habilitations.
Participation in international scientific events is also encouraged, provided candidates present official communications or invitations, for durations up to seven days. The allocation of opportunities prioritizes excellence: 90% of the program is devoted to enhancement internships (80% for faculty, 10% for administrative and technical staff), with the remaining 10% earmarked for residencies and international events. Mobility benefits are now limited to once per year per participant, promoting equitable distribution of opportunities across a wider beneficiary base.
Candidate selection will rely on the assessments of scientific councils for faculty and doctoral students, while administrative and technical staff will be evaluated by specialized commissions using transparent scoring grids. Moreover, participants are now required to share acquired knowledge upon return, through detailed reports or institutional conferences, formalizing practices previously optional in some establishments.
This strategic reform aims to align Algerian universities with international standards, foster research innovation, enhance the quality of teaching, and consolidate Algeria’s position on the global scientific map.
