๐๐ต๐ฐ๐ฒ๐ฎ๐ป๐ผ โ ๐๐ฎ๐ซ๐ป๐พ๐ช๐ป๐ ๐๐๐๐ โย Minister of Higher Education and Scientific Research Kamel Baddari on Thursday laid the foundation stone for a new National Higher School (ENS) in Ouargla, as part of efforts to strengthen teacher training capacity in southern Algeria.
Speaking on the sidelines of the ceremony, Baddari said the new facility, located in the public infrastructure zone of the provincial capital, would enhance pedagogical training for teachers across all three levels of education in the countryโs southern regions once operational.
According to project officials, the institution will include fully equipped classrooms, lecture halls, laboratories, a modern library and an administrative block. Fouzi Benbrahim, director of the ENS in Ouargla, said the new campus aims to improve teaching and research conditions while accommodating a larger number of students in various disciplines, particularly those related to middle- and secondary-school teacher training.
During his visit, Baddari also inspected progress on a major university hub project with a planned capacity of between 6,000 and 10,000 students. Construction of the faculties of medicine and biology has reached 98% completion, officials said.
The minister inaugurated a one-stop service center designed to support student entrepreneurs, as well as a business incubator established in partnership with SLB (formerly Schlumberger), which is expected to facilitate the launch of around a dozen startups. He also oversaw the launch of a fourth-generation artificial intelligence laboratory and inaugurated a fabrication laboratory (Fab Lab) developed in partnership with TotalEnergies, part of a broader initiative to promote applied research and innovation within the university environment.
After touring an exhibition of student-led innovative projects, Baddari said that through these initiatives, Kasdi Merbah University of Ouargla (UKMO) is moving toward becoming a โfourth-generation university,โ grounded in digital transformation and aligned with contemporary developments. He added that the institution is actively fostering entrepreneurship by converting innovative ideas into practical projects that contribute to the regionโs socio-economic development.
He described this dynamic as consistent with the development vision set out by the President of the Republic, positioning higher education as a driver of growth and a lever for qualitative advancement by 2029.
At University Hub-3, the minister launched a tree-planting campaign involving 27,000 saplings under the slogan โOne Tree for Every Student.โ He also inaugurated a digital center dedicated to individuals with special needs and a laboratory for intellectual and industrial property, before visiting a student project exhibition at the scientific and cultural leisure center.
The visit concluded with a meeting with members of the academic community and the signing of partnership agreements with economic operators.
