Housing Minister Belaribi Chairs Meeting to Accelerate Urban Development in Four New Cities

Focus on Budget Execution, Project Completion, and Investment Zones in Boughezoul, Hassi Messaoud, Sidi Abdellah, and Bouinan

Algiers, Algeria | May 16th, 2025 —  In a move to reinforce urban development strategies, the Minister of Housing, Urban Planning, and the City, Mohamed Tarek Belaribi, presided over a high-level meeting focused on evaluating and accelerating the activities of the General Directorate of the City. The session was convened in preparation for the mid-year performance report for the first half of 2025.

According to a statement issued by the ministry, the meeting brought together senior officials from the central administration, the Director General of the City, and the directors of Algeria’s four flagship new urban centers: Boughezoul, Hassi Messaoud, Sidi Abdellah, and Bouinan.

Each city director presented a detailed summary of budget execution rates in accordance with the 2025 Finance Law, as well as progress updates on ongoing projects, supported by on-site images and video documentation. The presentations reflected varying levels of advancement across key infrastructure and technical facilities, public administration buildings, and other structural developments.

Minister Belaribi emphasized the critical need to accelerate project delivery, ensure timely disbursement of payments to executing firms, and strictly adhere to project deadlines. He also called for a reassessment of project schedules and a clear prioritization of initiatives to maintain the momentum of development across the four cities.

The session further reviewed the totality of completed and ongoing projects, correlating them with allocated financial envelopes per site. The importance of stimulating investment activity was underlined, with a call to support all incoming investors as soon as the National Investment Agency officially transfers plots to them.

In this context, Belaribi mandated the preparation of a comprehensive inventory of all investment parcels, instructing that technical and administrative barriers be lifted swiftly to allow for full activation of investment zones. A technical coordination meeting is to be held soon between the General Directorate of the City and the National Investment Agency to finalize the status of all transferred zones.

Particular attention was paid to future investment prospects, including the 264-hectare investment zone planned in Boughezoul, which is expected to be a flagship development site. The Minister concluded by issuing clear instructions to open new investment horizons, reiterating the government’s commitment to transforming these cities into sustainable economic and urban growth engines.
