HOW ALGERIA MUST NEUTRALIZE THE WESTERN AGENDA AND ITS MOROCCAN PROXY IN AFRICA

​INTRODUCTION: FROM THE PITCH TO GEOPOLITICS, THE END OF ILLUSIONS

The impetus for this strategic analysis was born from a factual and public observation: the revealing spectacle offered during the last Africa Cup of Nations organized in Morocco. The entire world witnessed the methods employed by the host country, using every scheme and extra-sporting maneuver to attempt to secure the trophy.

This spectacle acted as an electroshock. A question therefore imposes itself with force: if such practices, founded on manipulation and a lack of ethics, are deployed shamelessly for a simple sporting competition, what is really happening in the shadows of the continent’s economic and diplomatic corridors?

​The CAN had the involuntary merit of dropping the masks and revealing to African nations the reality of the Western neighbor’s methods. It is time to exploit this collective realization, because what is at stake on the economic level is of an entirely different gravity.

​Africa has entered a phase of violent mutation. Traditional Western powers, discredited by decades of scandals and predation, are today persona non grata in a large part of the Sahel. Kicked out the door, these powers are desperately trying to climb back in through the window.

​The current situation must not deceive us. The rise of Moroccan influence and its “spectacular transformation” benefit from active sponsorship. Rabat has positioned itself as the “substitution channel” for Western interests that have become illegitimate under their own flag. The neighbor to the West now plays the role of “proxy” (relay), allowing the West to maintain its economic and political grip without exposing itself directly.

Faced with this tacit alliance, Algeria, strong in its intact sovereignty, must react. We have just won a decisive victory by securing the Trans-Saharan Gas Pipeline (TSGP), but the war of influence has only just begun.

​The objective of this note is to deconstruct this mechanism of substitution and to propose an Algerian doctrine of counter-encirclement, based on our heavy assets: Gas, Rail, and our real independence.

 

​I. ANALYSIS: THE TRAP OF STRATEGIC “SUBCONTRACTING”

To understand the urgency of the situation, one must decipher the facts that betray this concerted maneuver.

 

  • The “Western-Washing” Strategy (Origin Laundering): Where Western companies (notably French) now arouse suspicion in Mali or Burkina Faso, they use Morocco as a decompression chamber.
  • ​The Fact: The “Casa Finance City” hub has become the refuge for numerous Western multinationals installing their regional headquarters there. They then return to Sahelian markets via subsidiaries under Moroccan law, thus bypassing anti-Western sentiment while capturing the markets. It is neo-colonialism by proxy.

 

  • ​The Atlantic Initiative as a Tool for Military Circumvention: This offer of access to the Ocean for the Sahel is not merely a commercial initiative.
  • The Fact: The annual holding of the “African Lion” military maneuvers on Moroccan soil, the largest exercise of AFRICOM (US Command for Africa), proves that the Kingdom is the logistical bridgehead of NATO on the Southern flank. The Atlantic Initiative also aims to secure a corridor for extracting wealth towards the West, far from Algerian influence.

 

  • ​Biased “Soft Power”: The control exercised over banking and air transport in West Africa is facilitated by foreign capital. The objective is to maintain the region in a controlled sphere of influence (CFA Franc / Euro Zone) facing the rise of Algerian economic sovereignty.

 

​II. THE ALGERIAN RESPONSE: THE DOCTRINE OF “CONNECTED SOVEREIGNTY”

 

​Algeria is one of the few countries capable of offering Africa a real alternative: a partnership without interference, based on heavy industrial development and not on financial rent.

AXIS 1: THE CORRIDOR OF POWER (RAIL – ROAD – SEA)

Facing the “Moroccan Canal” (of transit), Algeria is building the “Corridor of Production”.

  • ​The Trans-Saharan Rail (The Ultimate Weapon): This is the major strategic asset that neither Morocco nor its allies can copy.
  • ​The Concrete Project: The effective launch of the Gara Djebilet – Béchar railway line (950 km) demonstrates Algeria’s capacity to project rail into the desert. This logic must be extended towards the South.
  • ​The Stake: The train allows for mass transport at low cost. It physically anchors the economy of the Sahel to the Algerian Mediterranean, rendering competing road transport obsolete over long distances.

 

  • ​The Common Maritime Frontage (Cherchell, Djen Djen, Oran, Annaba): We must no longer reason in terms of “Algerian ports” but of “maritime frontage of the Sahel”.
  • ​The future port of Cherchell must be sold politically as the global hub of the region.​
  • But the entire national port system must be put at the disposal of landlocked countries, offering a faster “blue highway” towards Europe and Asia.

 

​AXIS 2: BREAKING ISOLATION VIA THE “G3” AXIS

 

​The West uses Morocco to divide Africa. Algeria must unite the heavyweights.

  • ​Algiers – Abuja – Pretoria Alliance: By consolidating this axis with Nigeria and South Africa, Algeria creates a political shield.
  • ​Proof by Example: The effectiveness of this axis was illustrated during the African Union summit in 2023, where Algiers-Pretoria coordination resulted in the expulsion of the Israeli delegation, despite intense lobbying by Morocco. This is proof that when the “Giants” unite, maneuvers of entryism fail.

 

​AXIS 3: THE INDUSTRIAL AND ENERGY OFFENSIVE

 

​The opposing model is tertiary (banking) and volatile. The Algerian model must be secondary (industrial) and sustainable.

 

  • ​Energy as a Lever of Independence: Using the TSGP gas to industrialize the Sahel. Creating free zones at the border where Algeria provides the energy to transform raw materials on site.
  • ​Mines-Rail Synergy: Offering neighboring countries a co-development pact: “Your minerals, our rail, our energy, our common transformation.”

AXIS 4: MOBILIZING THE VANGUARD OF THE MULTIPOLAR WORLD

 

​Faced with the monolithic Western bloc using Morocco as a relay, Algeria must not remain isolated. It must position itself as the African pivot of the global challenge to unipolarity, by mobilizing strategic actors who share this vision (China, Russia, BRICS+).

 

  • ​Converging to Break the Western Monopoly:
    • The goal is not to switch tutelage, but to create a systemic counterweight. Algeria must offer Sahel countries an alternative to Western financial institutions (IMF/World Bank) and military alliances.
    • ​The Action: Leverage the power of China (for infrastructure) and Russia (for security) not as bilateral aid, but as levers to build a sovereign regional order.

 

  • ​Algeria as the Interface of the “Global South”:
    • ​The Moroccan project is an extension of the Atlantic axis (NATO). The Algerian project must be the extension of the Eurasian axis and the Global South.
    • ​The Action: Physically (via rail and ports) and politically connect Central Africa to the New Silk Roads. Make Algiers the gateway to a world where exchanges take place without political dictates, thus reinforcing the camp of those who refuse hegemony.

 

​CONCLUSION: THE CHOICE OF AFRICA

 

​We are at a historical turning point. Two models are clashing on the continent.

​On one side, an agile model but under tutelage, serving as a bridgehead for Western interests seeking to maintain their rent via a new local interface.

 

On the other, the Algerian model, powerful and sovereign, which proposes physical integration through concrete, rail steel, and heavy industry, supported by the immense global wave demanding a multipolar world.

 

​Algeria must not be afraid to call things by their name. By deploying its strategy, it is not only fighting a neighbor’s competition; it is fighting an attempt at the economic recolonization of the continent. Victory will come through the clarity of our vision: Africa for Africans, connected by Algiers.
