Hydrocarbons and Mining: Algeria, Chad Move Toward Strengthened Strategic Cooperation

Algiers – December 2025 – Algerian–Chadian cooperation in the fields of hydrocarbons and mining is set to enter a promising new phase, as both countries reaffirm their determination to strengthen and expand bilateral relations in these strategic sectors. This commitment was underscored during talks held on Tuesday in Algiers between the Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, and Chad’s Minister of Petroleum, Mines and Geology, Ndolenodji Alixe Naïmbaye, according to a statement issued by the Ministry.

The Chadian minister arrived in Algiers at the head of a high-level delegation comprising senior officials and executives from the Chadian Hydrocarbons Company, the Chadian Petroleum Company, the National Chadian Company for Mining Exploration and Marketing, the Petroleum Sector Regulatory Authority, and the Higher Chadian Institute of Petroleum.

The meeting was attended by representatives of the Chadian Embassy in Algiers, as well as several senior Algerian officials, including the Chief Executive Officer of Sonatrach, Noureddine Daoudi; the Chief Executive Officer of Sonarem, Reda Belhadj; the President of the National Agency for the Valorization of Hydrocarbon Resources, Samir Bekhti; the President of the National Agency for Mining Activities, Mourad Hanifi; the Director of the Steering Committee of the Algerian Geological Survey Agency, Karim Mokhtar; a representative of the President of the Hydrocarbon Regulatory Authority; and a representative of the Ministry of Foreign Affairs, the National Community Abroad, and African Affairs.

During the discussions, both sides reviewed the current state and future prospects of Algerian–Chadian bilateral relations. Particular focus was placed on ways to reinforce and broaden cooperation in the hydrocarbons and mining sectors within the framework of a sustainable strategic partnership. In this context, Minister Arkab reaffirmed Algeria’s firm commitment to strengthening cooperation with the Republic of Chad and intensifying exchanges, notably within the framework of South–South cooperation and solidarity with African partner countries.

The talks also addressed prospects for cooperation across the entire hydrocarbons value chain, encompassing exploration, production, transport and refining, petrochemicals, as well as the marketing of petroleum products and liquefied petroleum gas. The two parties examined potential partnerships between the Sonatrach Group, its subsidiaries, and Chadian companies, with a view to fostering mutually beneficial projects.

Special emphasis was placed on training and capacity-building, particularly through the Algerian Institute of Petroleum, and on leveraging Algeria’s well-established expertise in the hydrocarbons industry, as well as in the organization and regulation of the sector. In this regard, both sides explored the possibility of Sonatrach’s participation in the development of Chad’s hydrocarbons sector through activities related to research, exploration, and exploitation, petrochemicals, energy infrastructure development, and opportunities for exporting Algerian petroleum products to the Chadian market.

With regard to the mining sector, discussions focused on enhancing cooperation in the exploitation and transformation of mineral resources, geological research and studies, the preparation of geological and mining maps, and the exchange of expertise in administrative organization and the legal frameworks governing mining activities. The Chadian side expressed strong interest in benefiting from Algeria’s experience and know-how in these areas.

For her part, Minister Ndolenodji Alixe Naïmbaye conveyed Chad’s clear willingness to draw on Algeria’s expertise and experience in developing the hydrocarbons and mining sectors, as well as in establishing robust legal and regulatory frameworks governing both fields. She highlighted the importance of exchanging experiences and skills in the service of shared interests and the strengthening of bilateral cooperation, expressing satisfaction with the outcomes of the visit and the understandings reached, which are expected to provide a strong impetus to Algerian–Chadian cooperation.
