Hydrocarbons Diplomacy: Algeria and Congo Bolster Strategic Energy Partnership in Brazzaville

Algiers – November 2025 – On the eve of the forty-eighth ordinary session of the Council of Ministers of the African Petroleum Producers Organization (APPO), slated to convene tomorrow in Brazzaville, Algeria’s Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab, held pivotal discussions on Monday with his Congolese counterpart and current APPO President, Bruno Jean Richard Itoua.
According to a communiqué issued by the Algerian Ministry of Hydrocarbons, the meeting was attended by Algeria’s Ambassador to the Republic of the Congo, the President and CEO of Sonatrach, Noureddine Daoudi, and the President of the Hydrocarbons Regulatory Authority, Amine Rémichi. The discussions centered on deepening bilateral cooperation in the hydrocarbons sector, particularly between Algeria’s national energy giant Sonatrach and Congo’s Société Nationale des Pétroles du Congo (SNPC). The two companies had previously signed a memorandum of understanding in May 2024 in Brazzaville, designed to fortify bilateral collaboration and explore joint ventures in energy development and technological innovation.
During the talks, Minister Arkab reaffirmed Algeria’s unwavering commitment to advancing South–South cooperation and supporting African petroleum-producing nations in their pursuit of a fair and balanced energy transition. He emphasized that this transition must respect the continent’s particular socio-economic realities and development priorities, underscoring Algeria’s firm belief that Africa’s natural resources should serve as a foundation for inclusive and sustainable growth.
Arkab also highlighted Algeria’s pioneering expertise in multiple domains of the hydrocarbons industry, including research, exploration, field development, production, refining, and gas and liquefied natural gas (LNG) transport. He further noted Algeria’s leadership in regulatory and technical frameworks that govern petroleum management, positioning the country as a model of energy governance and industrial discipline.
For his part, Minister Bruno Jean Richard Itoua commended the exceptional level of cooperation between Algeria and the Republic of the Congo, describing Algeria as an exemplary model in hydrocarbons management, gas development, and petrochemical advancement. He praised the tangible progress achieved under the framework of the bilateral memorandum of understanding and reiterated his government’s determination to draw inspiration from Algeria’s long-standing experience to enhance Congo’s national capacities, strengthen energy security, and drive industrial development.
Both ministers also lauded the alignment of the two nations’ positions within regional and international organizations, particularly the African Petroleum Producers Organization (APPO) and the Organization of the Petroleum Exporting Countries (OPEC). They reaffirmed their mutual support for a unified African vision aimed at optimizing the continent’s energy resources, ensuring fair value creation, and promoting sustainable development for the peoples of Africa.
