Independent National Authority for Audiovisual Regulation Warns Against Unlawful Donation Drives on Media Channels

The authority said it had observed that “some media channels have aired solidarity programs and campaigns with the advent of the holy month of Ramadan, during which donations were collected without clarity regarding the beneficiary entity or the management mechanisms and necessary transparency.”

While commending “the spirit of solidarity and mutual assistance that characterizes Algerian society during this blessed month,” the regulator stressed that “charitable activities carried out through audiovisual media channels must remain within a binding legal and regulatory framework that ensures transparency and protects the public interest.”

Invoking its statutory powers, and in accordance with Article 32 of Law No. 23-20—which obliges audiovisual communication services to refrain from broadcasting misleading or inaccurate content, including programs or media campaigns—the authority reiterated that “any charitable activity or fundraising campaign through audiovisual media must be transparent and conducted exclusively through entities legally authorized to do so, in line with applicable legislation governing such operations.” It also emphasized the necessity of preserving the dignity of individuals involved in solidarity efforts and avoiding their exploitation in media coverage.

The statement further warned against using such campaigns to promote individuals or to exploit religious or emotional appeals for gain at the expense of the public interest, noting that these practices fall under legal and regulatory oversight to ensure transparency, integrity, and compliance with both the law and professional ethics, particularly in the media sector.

The Independent National Authority for Audiovisual Regulation concluded by affirming that it “reserves the right to pursue these violations and to take all necessary legal and regulatory measures to protect the public interest and preserve the sanctity of the holy month.”
