Innovation and Start-ups at the Heart of Algeria’s Energy Transition
By Dr. Hana Saada
Innovation and start-ups occupy a central role in Algeria’s energy transition, emphasized Noureddine Ouadah, Minister of Knowledge Economy, Start-ups, and Micro-Enterprises, during the second edition of Builders Confluence held in Algiers.
Addressing experts and professionals in the construction sector, Minister Ouadah urged the adoption of innovative technological solutions to confront current energy challenges. Highlighting the building sector’s status as a significant energy consumer, he stressed the necessity of a new model for energy consumption, construction practices, and, more broadly, lifestyles.
“The start-ups and micro-enterprises of Algeria have the capacity, technology, and know-how to drive this transition towards more sustainable energy management,” Ouadah stated. “Whether through innovative insulating materials or smart energy management systems, Algerian youth are prepared to meet the challenge.”
The three-day Builders Confluence exhibition brought together numerous start-ups, integrating innovation with urban planning, construction, and emerging building materials. Minister Ouadah noted with satisfaction the success of companies emerging from national support programs such as NESDA and ANGEM, highlighting the government’s continued commitment to fostering innovation, micro-enterprises, and self-employment initiatives.

Omar Terbah, Member of Parliament and Chair of the Finance Commission, emphasized that modern technological solutions must serve public interest, underscoring that economic, institutional, and territorial development is inseparable from the ongoing technological and digital revolution, as well as from evolving governance and organizational practices.
Panel discussions on “Urban and Architectural Project Management and Smart Cities” emphasized the necessity of transforming Algeria’s building sector to develop smart buildings: connected, sustainable, and eco-friendly constructions. Experts underscored the critical role of data centers in managing urban infrastructures efficiently and optimizing energy consumption. Algeria is already advancing in this era of intelligent buildings and cognitive cities.

A pilot smart city project in Guinzet, Sétif, was presented as a model for energy-efficient urban management. “This solution allows comprehensive control of technical equipment in the municipality, enabling energy savings and remote monitoring of consumption,” explained Abdelmoumen Benmesbah, CEO of Smart Management Cities.
The event reaffirmed Algeria’s commitment to placing innovation and youth-led entrepreneurship at the forefront of the nation’s sustainable energy and urban development agenda.
