Italy’s “Diplomazia Economica Italiana” Devotes Major Dossier to Algeria’s Post-Hydrocarbons Opportunities

Algiers – November 2025 – The latest issue of Diplomazia Economica Italiana, the official journal of the Italian Ministry of Foreign Affairs and International Cooperation, places Algeria at the centre of a comprehensive dossier entitled “Algeria: Perspectives and Opportunities Beyond the Hydrocarbons Sector.” The special report recognises the deep historical and cultural ties between the two countries and frames the new bilateral momentum as a deliberate shift toward broadening cooperation into high-potential sectors that reflect Algeria’s ongoing economic transformation.
The dossier underscores the notable progress recorded in Algeria in recent years in both economic and human development, attributing these advances to targeted social policies and substantial infrastructure investment. It presents Algeria not merely as a supplier of energy but as an emerging, diversified market attractive to Italian firms of all sizes — including small and medium enterprises — across agriculture, renewable energy and energy efficiency, food processing, pharmaceuticals, mechanical engineering and the automotive industry.
Analysts for the journal point to a set of competitive advantages that enhance Algeria’s appeal. Low energy and raw-material costs, a sizable pool of specialised human capital supported by numerous universities and training centres, and privileged geographical proximity to sub-Saharan African markets all figure among the attributes that make Algeria an inviting destination for foreign direct investment. The publication also highlights Algeria’s inclusion among the priority countries under Italy’s “Mattei Plan,” a framework designed to deepen Italian–African economic partnerships.
Solar potential and industrial diversification are presented as strategic pillars of Algeria’s development strategy. The dossier recalls Algeria’s world-class solar resources and reiterates the national target of achieving 15,000 MW of renewable capacity by 2035. It identifies pronounced investment opportunities in construction, automotive manufacturing, steelmaking, and renewable energies — notably green hydrogen and waste-to-energy projects — which together can underpin a shift to higher value-added industry.
In an interview within the dossier, Ambassador Alberto Cutillo stresses the dynamism of the bilateral relationship and details concrete avenues for future cooperation: digital interconnection via a new submarine cable, collaboration in the automotive and pharmaceutical sectors, defence, transport, technological innovation, and agro-industry. He singled out the automotive value chain as particularly promising, citing the Fiat plant in Oran as a tangible example of industrial partnership and calling attention to recent accords — including the July memorandum between Italy’s ICE and Sonarem-Ettakwine to establish an Algerian-Italian training centre for marble-sector professionals.
The journal also emphasises Algeria’s policy measures to incentivise investment in southern wilayas, aimed at achieving food self-sufficiency for staple goods and boosting non-hydrocarbon exports. Italian contributors observe that such incentives, together with Algeria’s efforts to localise technology and manufacturing, create fertile ground for mutually beneficial industrial projects.
