Kamel Moula Calls for Collective National Effort to Reform Algeria’s Labour Landscape

Algiers – December 2025 – In an intervention at the National Conference on Employment and the Management of Unemployment Benefits held on Wednesday, Kamel Moula, President of the Algerian Economic Renewal Council (CREA), delivered a diagnosis of Algeria’s employment challenges and an equally forceful call for collective responsibility. Moula stressed that employment in Algeria is not, and must never be reduced to, the mere perception of a salary. Rather, he affirmed, it is a matter of dignity, personal fulfilment, and an essential gateway to meaningful participation in the country’s economic and social life.
Moula underscored that employment constitutes one of the most intricate and sensitive national dossiers. Its resolution, he argued, cannot rest on the shoulders of a single actor but must be borne collectively by the State, the economic sector, and the citizen alike. Algeria’s labour market, he warned, continues to grapple with deep-seated structural challenges—from persistent unemployment and a sprawling informal sector to a severe mismatch between training programmes and the real needs of the national economy. Recruitment difficulties remain acute in strategic sectors such as agriculture, industry, and services, further exacerbated by a significant shortage of skilled labour despite the thousands of ongoing investment projects across the country.
Citing concrete figures, Moula revealed that the Algerian Agency for the Promotion of Investment (AAPI) has registered the submission of more than 18,000 investment projects, a volume capable of generating thousands of jobs in the medium term. Yet he cautioned that the chronic insufficiency in workers’ qualifications continues to stand as a formidable barrier, slowing both the pace of job creation and the successful realisation of these investments. Without a concerted effort to elevate the level of professional competence, he stressed, Algeria risks undermining the transformative potential of its own development programmes.
According to Moula, the economic sector today is entrusted with three fundamental missions essential to improving the national employment landscape. First, it must create direct job opportunities through sustained investment and the expansion of productive activities. Second, it must stimulate innovation and entrepreneurship by empowering incubators and nurturing promising initiatives. Third, it must strengthen skills by investing in high-quality training and reinforcing the partnership between universities, training centres, and businesses to ensure alignment between talent production and market demand.
