Kamel Moula Calls for a New Strategic Pathway in Algerian-Vietnamese Economic Cooperation

Algiers – November 2025 – In an address delivered on Wednesday at the Algerian-Vietnamese Economic Forum, Kamel Moula, President of the Algerian Economic Renewal Council (CREA), cast a powerful spotlight on the sweeping structural and legislative transformations undertaken by Algeria over the past three years. Speaking before a distinguished audience of business leaders and government officials from both nations, Moula emphasized that Algeria has decisively entered a new economic era—one founded on modernization, institutional reform, and an unambiguous commitment to investment facilitation.
Moula underscored the significance of Algeria’s adoption of a new investment law and the establishment of the Algerian Agency for Investment Promotion (AAPI). These reforms, he noted with conviction, have enabled the registration of more than 18,000 investment projects in less than three years, a figure he described as “a clear testament to the depth and seriousness of Algeria’s economic renewal.” For him, this momentum is no longer merely a policy effort but has become “a solid and credible foundation” that Algeria is proud to foreground before its Vietnamese partners.
While recognizing the long-standing commercial exchanges between Algeria and Vietnam in oil, gas, phosphates, coffee, and rice, Moula called for a profound qualitative shift in the nature of bilateral cooperation. He argued that the time has come to transcend conventional trade dynamics and “build a new itinerary of cooperation” rooted in a shared industrial development strategy. This, he asserted, is both achievable and mutually advantageous.
The CREA president urged Vietnamese and Algerian operators to explore “genuine industrial partnerships based on joint production,” stressing that such ventures should not be limited to satisfying local demand. Instead, he called for a forward-looking vision that positions the two nations as co-exporters to international markets—an approach capable of generating higher added value, technological upgrading, and long-term competitiveness.
