PLACSO and Allied Organizations Condemn the Violation of Sahrawi Self-Determination, Exposing Moroccan Lobbying and Regional Diplomatic Inconsistency

Algiers, Algeria | June 29th, 2025 —  In a forceful and unified response, the Latin American and Caribbean Platform of Solidarity with the Sahrawi People (PLACSO) has issued a sweeping rejection of the recent declaration adopted by the Central American Parliament (PARLACEN), denouncing it as a “shameful perpetuation of colonialism” and a blatant violation of the Sahrawi people’s inalienable right to self-determination.

 

The declaration in question—AP/1-367/2025—was slammed by PLACSO as an orchestrated and financially backed maneuver by the Kingdom of Morocco to lend false legitimacy to its illegal and forceful occupation of Western Sahara. In a statement brimming with conviction and historical clarity, PLACSO reiterated its unwavering support for the Sahrawi people and called upon Latin American and Caribbean parliamentarians to resist foreign influence, manipulation, and corruption designed to undermine international law and human dignity.

A Renewed Call for Integrity and Sovereignty

PLACSO renewed its February 2025 call to all lawmakers in Latin America and the Caribbean—especially members of PARLACEN—to reject the colonial narrative pushed by Morocco, warning them against falling prey to its tactics of bribery, blackmail, and disinformation. It firmly reminded them that the Sahrawi cause is not merely symbolic but a living struggle for independence led by the Polisario Front, the sole legitimate representative of the Sahrawi people.

Recognition of the Sahrawi Republic Irrevocable under International Law

The statement emphasized that 29 Latin American nations officially recognize the Sahrawi Arab Democratic Republic (SADR), and, based on international norms—particularly Articles 3 and 6 of the 1933 Montevideo Convention on the Rights and Duties of States—such recognition is legally binding and irrevocable. Notably, all Central American nations currently recognize the SADR, rendering the recent PARLACEN declaration not only diplomatically inconsistent but legally baseless.

Rejection of the Resolution and Denunciation of Moroccan Influence

PLACSO categorically rejected the resolution, describing it as a political fabrication initiated by the occupying Moroccan regime and shamefully supported by certain PARLACEN members who defend colonialism. These parliamentarians were accused of endorsing the illusion of a so-called “Moroccan Sahara,” an entity that lacks any legal or historical foundation. The reality remains stark: part of Western Sahara is under illegal military occupation by the authoritarian Moroccan monarchy since 1975. The only legitimate territorial integrity recognized in this context is that of the Sahrawi Republic, still listed among the 17 Non-Self-Governing Territories by the United Nations.

Violation of International Resolutions

PLACSO condemned the endorsement of Morocco’s occupation by a faction within PARLACEN as a breach of international law and a direct affront to over 80 resolutions issued by the United Nations, the African Union, and the European Union—most notably the historic UN Resolution 1514 of 1960, which called for the decolonization of territories under foreign occupation. PARLACEN’s declaration stands in flagrant contradiction to the enduring right of the Sahrawi people to freedom, sovereignty, and decolonization.

A Call to Action Across Latin America and the Caribbean

In a renewed appeal, PLACSO addressed lawmakers across the continent—particularly those in integration parliaments such as ParLatino, Parlandino, PARLACEN, and Parlasur—urging them not to fall for the false narratives and corrupt dealings of the Moroccan monarchy. It accused Morocco of exploiting lies, clientelism, coercion, and the plundering of Western Sahara’s natural resources while concealing its grave human rights violations against the Sahrawi population under occupation.

Active Solidarity Against 21st Century Colonialism

PLACSO ended its declaration by calling on the peoples of Latin America and the Caribbean, along with their political, social, and cultural movements, to stand in firm solidarity with the Sahrawi cause. It emphasized the urgency of opposing all modern forms of colonialism and reaffirming support for the Sahrawi people’s quest for independence and sovereignty. “Now is the time to show active solidarity and defend the last decolonization struggle in Africa,” it concluded.

A Broad Coalition of Voices

The declaration is backed by a wide array of signatories from 19 Latin American and Caribbean countries, representing solidarity associations, human rights organizations, academic figures, political parties, and public intellectuals, including Atilio Borón, Stella Calloni, and Eduardo Barcesat. Together, these voices stand united in defense of international justice and against the normalization of colonial occupation in Western Sahara.
