Local Development in Focus: Minister Saïd Sayoud Unites Three Walis to Accelerate Territorial Governance

Algiers – October 2025 – In a demonstration of Algeria’s renewed commitment to balanced territorial development and efficient local governance, Minister of the Interior, Local Assemblies, and Transport Saïd Sayoud chaired a high-level coordination meeting bringing together the walis of Tébessa, El Oued, and Khenchela. The session, convened under the auspices of the Interior Ministry, marked a decisive step in reinforcing regional synergy and ensuring a unified national approach to sustainable development.
According to an official communiqué from the ministry, the meeting provided a comprehensive platform to assess key challenges confronting local administrations and to evaluate the pace and effectiveness of development programmes across the three wilayas. Discussions also focused on identifying pragmatic solutions capable of enhancing local governance, public service delivery, and citizens’ quality of life.
Addressing the gathered officials, Minister Saïd Sayoud underscored the imperative of rigorous follow-up and continuous monitoring of development-related issues, stressing that coordination between central and local authorities must be intensified to produce tangible outcomes that directly benefit citizens. He urged all parties to adopt a results-oriented approach grounded in accountability, collaboration, and responsiveness to local realities.
In a notable policy shift, Sayoud announced the implementation of a new inter-wilaya coordination mechanism aimed at fostering integrated development strategies, particularly among neighbouring regions. This approach seeks to transcend administrative boundaries by pooling resources, harmonizing priorities, and accelerating project completion through collective action and shared expertise.
The minister also commended the crucial role of locally elected councils, emphasizing their contribution to strengthening grassroots communication and ensuring that development policies resonate with community needs. He highlighted that effective governance begins with an open dialogue between institutions and citizens—a dialogue that nurtures trust, participation, and social cohesion.
Concluding the meeting, Saïd Sayoud reaffirmed the government’s determination to make citizen engagement and civil society participation central pillars of Algeria’s development model. He called for enhanced listening mechanisms and community consultation frameworks to ensure that local populations are not merely beneficiaries of development but active contributors to its design and success.
