Louisa Hanoune Condemns France’s “Diplomatic Harassment” of Algeria Amid Paris’ Deepening Internal Crisis

Algiers, Algeria | Louisa Hanoune, Secretary-General of the Workers’ Party, has sharply criticized France’s recent measures targeting Algeria, describing them as acts of “diplomatic harassment” designed to deflect attention from Paris’ escalating internal turmoil.
Speaking at the opening session of her party’s provincial bureau meeting in Algiers, Hanoune directly linked France’s suspension of the 2013 agreement exempting Algerian diplomatic passport holders from short-term visas to the worsening social, political, and economic crisis gripping France.
“This is not diplomacy, it is political provocation,” Hanoune declared, arguing that Paris seeks to externalize its crisis in order to distract from mounting protests, unpopular austerity policies, and its contentious foreign entanglements — notably the militarization of its Ukraine policy and support for the Israeli occupation.
France at a “Historic Crossroads”
Hanoune predicted that France is heading toward a “historic turning point” in September, with a general strike scheduled for 10 September 2025 expected to crystallize popular discontent. She framed the French government’s recent decisions as acts of desperation, aimed at shielding itself from domestic backlash rather than reflecting coherent foreign policy.
Domestic Agenda: Rights, Transport, and Health
Beyond foreign policy, Hanoune also addressed pressing national issues. She welcomed the Algerian government’s decision to lift its reservation on Article 15(4) of the UN Convention on the Elimination of All Forms of Discrimination Against Women, calling it a positive step for women’s rights.
On the social front, she welcomed the postponement of the school year and the decision to provide free cancer treatment for children, urging the government to extend the policy to other serious illnesses. Hanoune also pressed the Health Minister to conduct unannounced hospital visits, particularly to the oncology center at Mustapha Pacha Hospital, to witness conditions firsthand.
Algeria-France Dispute: The End of a File
Hanoune’s comments came after France formally announced on 19 August the suspension of the 2013 visa exemption agreement, placing the onus on Algeria. Yet, according to Algerian diplomatic sources, France had already begun imposing restrictions in February 2025, blocking the entry of Algerian diplomats on multiple occasions.
Algeria formally protested these moves, and on 7 August 2025, definitively notified Paris of its decision to rescind the 2013 agreement. For Algeria, the matter is closed.
