Malaysia Carves Its Own Path in Algeria’s Expanding Trade Landscape as FGV Holdings Moves Toward Strategic Investment

ALGIERS – February 23, 2026 – Malaysia is steadily anchoring its presence in Algeria’s commercial landscape, as bilateral trade between Algiers and Kuala Lumpur surged by 56 percent in 2025, according to figures released by the Embassy of Malaysia in Algeria. The sharp rise underscores the emergence of a second strategic Asian partnership for Algeria, complementing its diversification drive toward dynamic Southeast Asian markets.

In this context, Malaysia’s ambassador to Algiers, Rizany Irwan Muhamad Mazlan, has held a series of consultations with the Ministry of Industry aimed at facilitating the establishment of FGV Holdings in Algeria. The group—commercial arm of the Malaysian land authority FELDA—is the world’s third-largest palm oil producer by planted area, managing approximately 439,000 hectares and generating close to three million tonnes of crude palm oil annually. Its entry into Algeria aligns with an industrial diversification strategy jointly pursued by both nations in recent years.

Cooperation between the two governments has been structured around several complementary pillars following intensified contacts after Algeria’s accession in July 2025 to the ASEAN Treaty of Amity and Cooperation. Agro-industry stands at the forefront, with FGV planning palm oil processing investments on Algerian soil. A second axis targets steel and mining, where Malaysia’s Lion Group has announced an eight-billion-dollar investment project potentially creating up to 10,000 jobs, pending final agreements.

The third and fourth axes focus on infrastructure and energy, notably green hydrogen—a field in which Malaysia, one of the world’s leading exporters of liquefied natural gas, offers expertise of direct interest to Algeria’s state utility Sonelgaz.

Steel, Hydrogen, Agro-Industry: Cooperation on Multiple Fronts

On green hydrogen, discussions between Algerian operators and Malaysian companies are already underway to explore synergies, mirroring talks on infrastructure development. A recent meeting between the Société nationale de la sidérurgie and Lion Group, attended by the Malaysian ambassador, illustrates the growing density of this partnership.

The momentum in bilateral exchanges unfolds against an economic backdrop that reinforces the rationale for closer ties. Algeria recorded growth of 3.8 percent in 2025, with GDP estimated at $264 billion, driven by a 5.4-percent increase in non-hydrocarbon sectors. The country aims to raise non-oil exports to $29 billion by 2030, up from $5.1 billion in 2023, positioning cooperation with Kuala Lumpur squarely within its diversification trajectory.

Malaysia, for its part, reached a record level of external trade in 2025—€636 billion—with exports rising 6.5 percent. Seeking to broaden its African outlets, Kuala Lumpur views Algeria, a market of 46 million consumers, as a strategic gateway to the continent, marking the consolidation of a partnership that reflects both nations’ shared ambition to expand industrial capacity and economic sovereignty.

Algeria-Malaysia Relations at a Glance

Relations between Algeria and Malaysia have evolved steadily over the past three decades, anchored in mutual diplomatic recognition and shared geopolitical outlooks. Algeria opened its embassy in Kuala Lumpur in 1993, a step that institutionalized contacts and laid the groundwork for sustained political dialogue. Both countries, shaped by post-colonial experiences and active diplomacy within multilateral organizations, have often coordinated positions on major international issues. Their cooperation within the Non-Aligned Movement, the Organization of Islamic Cooperation, the Group of 15, and the Group of 77 has reinforced a shared commitment to South–South solidarity, economic sovereignty, and balanced global governance, particularly in deliberations at the United Nations.

Economic relations have gradually expanded beyond symbolic cooperation toward tangible partnerships. The establishment of the Malaysia–Algeria Business Council in July 2010 opened new channels for private-sector collaboration, identifying agro-industry, public works, ICT, tourism, water management, and construction among priority sectors. Trade volumes have shown consistent growth, reaching approximately $300 million in recent years, with Malaysian firms expressing interest in halal industries, Islamic finance, and digital services in Algeria’s expanding market. At the same time, Malaysia has become an increasingly popular destination for Algerian visitors, reflecting the diversification of people-to-people exchanges alongside commercial ties.

High-level political visits have periodically reinforced this partnership. Former Algerian President Abdelaziz Bouteflika traveled to Kuala Lumpur twice in 2003 for summits hosted by the Non-Aligned Movement and the Organization of Islamic Cooperation, underscoring Algeria’s engagement with Southeast Asia. That same year, former Malaysian Prime Minister Mahathir Mohamad paid a landmark visit to Algiers, during which several bilateral agreements were signed covering trade cooperation, ICT exchange, and collaboration between the national news agencies APS and BERNAMA. These encounters marked an important phase in transforming cordial relations into structured cooperation.

Cultural and technical collaboration has also played a vital role. Algeria has benefited from the Malaysian Technical Cooperation Programme, which has supported training initiatives and higher-education exchanges. Hundreds of Algerian students have pursued studies in Malaysian universities, contributing to academic networking and professional skill transfer. Both governments continue to emphasize the importance of educational partnerships and cultural dialogue as instruments for long-term diplomatic trust.

Trade patterns between the two countries illustrate their complementary economies. Malaysia’s exports to Algeria largely consist of palm oil, chemical products, textiles, wood products, and related manufactured goods, while Malaysia imports Algerian fertilizers, mineral resources, and chemical derivatives. These exchanges reflect Malaysia’s industrial manufacturing capacity and Algeria’s resource-based production profile, creating natural avenues for expanded cooperation in value-added industries.

Institutional cooperation has further deepened through parliamentary diplomacy. The creation of an Algerian–Malaysian Parliamentary Friendship Group symbolizes a growing effort to consolidate ties at the legislative level, encouraging dialogue between lawmakers and strengthening cooperation in governance, economic policy, and cultural exchange. This initiative highlights the broadening of bilateral relations beyond executive diplomacy toward a more comprehensive partnership connecting institutions and societies.

Taken together, the Algeria–Malaysia relationship demonstrates a gradual but consistent trajectory—from diplomatic recognition and multilateral alignment in the 1990s, to economic engagement in the 2000s, and toward diversified strategic cooperation in the 2020s. It is a partnership shaped by shared historical experiences, complementary economic structures, and a common aspiration to expand South–South cooperation in an increasingly multipolar world.
