Malika Bendouda Returns to the Helm: Culture Beyond Bureaucracy, Art as a Pillar of National Identity

Algiers – September 2025 – In a ceremony marked by solemnity and symbolism, Malika Bendouda officially assumed her duties on Monday in Algiers as Minister of Culture and Arts, succeeding Zouhir Ballalou, following the announcement of the new government formed by President Abdelmadjid Tebboune.
Expressing her gratitude to the Head of State for entrusting her once again with this “sensitive and vital” portfolio, Bendouda emphasized that the management of culture cannot be reduced to administrative oversight or institutional procedures. “Culture is a driving force carried collectively by state executives, societal elites, business leaders, and citizens who are deeply aware of the worth of their cultural history and civilizational identity,” she declared, highlighting the multidimensional role of the sector in nation-building.
Bendouda underscored the “considerable and unwavering support of President Tebboune” to culture and the arts, noting that this commitment has elevated the sector into a strategic domain of both identity preservation and global projection. Taking her position “with a profound sense of responsibility,” she praised the contributions of her predecessor, Zouhir Ballalou, as well as those of previous ministers, while vowing to strengthen cultural policy with a vision that transcends bureaucratic formality.
The minister laid out her priorities with conviction: defending the cultural sector against all forms of marginalization, guaranteeing freedom of artistic expression, protecting artists’ rights, and nurturing creativity and artistic innovation. At the same time, she made clear that cultural policy must serve the higher mission of safeguarding Algeria’s heritage, strengthening its identity, and affirming its place in the concert of nations.
“Guaranteeing the freedom of art and artists is not merely a professional obligation; it is a patriotic duty,” Bendouda stressed, framing culture as both a shield of national identity and a vector of soft power. She asserted her readiness to support artistic genius in all its forms, ensuring that culture continues to be both a guardian of memory and an engine of modernity.
For his part, Zouhir Ballalou expressed his gratitude to the President of the Republic for the trust placed in him during his mandate, while commending the dedication of ministry executives and cultural institutions under his authority. He extended his best wishes to his successor, confident in her ability to guide the sector into a new era of creativity and institutional vitality.
