Speaking during a training session held in partnership with the Independent National Election Authority, Bouamama framed the relationship between the media sector and electoral institutions as a strategic alliance essential to consolidating democratic practice. The session, convened under the theme “The Moralization of the Electoral Act and the Challenges of Constitutional Democracy,” sought to equip journalists and communicators with the ethical and professional tools required to navigate electoral coverage responsibly.

In his address, Bouamama insisted that modern political life is inconceivable without the media. “The role played by media institutions in electoral trajectories cannot be ignored,” he stated, emphasizing that the interaction between journalism and elections has long stood at the heart of democratic debate. The question of media influence on public opinion, he observed, is as old as constitutional democracy itself—yet it remains newly urgent in an era defined by instantaneous information flows and digital amplification.

He stressed that elections must not be reduced to administrative procedures. “An election is not a technical formality,” Bouamama declared, “but a sovereign act reflecting the will of the nation and establishing institutional legitimacy.” For that reason, he argued, the credibility of any ballot depends heavily on professional, balanced, and rigorous media coverage capable of informing citizens without distorting political competition.

Bouamama also described electoral periods as a stress test for the maturity of the media ecosystem. In light of rapid technological transformation, the minister called for renewed reflection on journalistic ethics and regulatory frameworks. The challenge, he emphasized, is not to constrain freedom of expression but to protect it from distortion.

Recalling the constitutional reforms of 2020, Bouamama noted that provisions concerning equitable airtime and neutrality aim to reinforce transparency without curtailing fundamental freedoms. The objective, he said, is to ensure that electoral competition unfolds on a level playing field, strengthening citizen confidence in institutions.

He concluded with a warning about the dangers of disinformation in the digital age. The spread of false narratives, he cautioned, threatens not only electoral credibility but social cohesion itself. Confronting this challenge requires vigilance, professionalism, and a renewed ethical commitment from journalists.

Expressing confidence in Algeria’s media community, Bouamama described journalists as “guardians of electoral transparency” whose integrity is indispensable to the consolidation of the rule of law.
