Minister Kamel Baddari: Algerian Universities as Engines of National Development – Towards 20,000 Student Startups by 2029

Algiers – November 2025 – Algerian higher education institutions have emerged as pivotal engines driving national development, transforming from centers of academic instruction into incubators of economic growth. This was underscored today by Minister of Higher Education and Scientific Research, Kamel Baddari, during his visit to the University of “Chahid Cheikh Larbi Tebessi” in the province of Tebessa, where he inaugurated a new lecture hall at the Faculty of Economic, Commercial, and Management Sciences.
Addressing students and faculty, Minister Baddari highlighted that Algerian universities now serve as catalysts for turning innovative ideas and research projects into tangible economic products that contribute both to local and national development. “Universities today possess a clear vision that allows student projects to evolve into marketable, manufacturable products rather than remaining confined to paper and filing cabinets,” he asserted.
In line with this strategic vision, the country aims to establish 20,000 student-led startups by 2029, adding to the thousands of existing microenterprises. This ambitious target reflects Algeria’s commitment to fostering an innovation-driven economy and supporting the emergence of the “New Victorious Algeria.”
Professor Abdel-Karim Gouasmia, Director of the University of Tebessa, emphasized the tangible achievements of the institution, including 54 registered patents, 13 approved microenterprises, and five fully operational startups. These figures highlight the quality of education and the remarkable entrepreneurial capacity of Algerian students.
Minister Baddari’s visit also included inspections of the Faculty of Medicine and the Higher School of Teachers at the “Chahid Dried Abdelmajid” University cluster, where he reviewed student training conditions and innovative projects. He engaged directly with students, urging them to implement their projects on the ground and leverage financial support mechanisms to actively contribute to local and national development, while simultaneously creating employment opportunities.
This evolving model positions Algerian universities not merely as educational institutions but as central actors in the economic, scientific, and industrial transformation of the country, demonstrating a clear alignment between academic research, innovation, and national development priorities.
