Mohamed Arkab Champions Algeria’s Voice in OPEC and OPEC+ High-Level Deliberations

Minister of State for Energy, Mines, and Renewable Energies Reaffirms Algeria’s Commitment to Oil Market Stability and Collective Production Strategy through 2026

Algiers, Algeria | May 28th, 2025 —  Algeria reaffirmed its firm commitment to global energy security and oil market stability as Minister of State for Energy, Mines, and Renewable Energies, Mohamed Arkab, took part in a trio of high-level OPEC and OPEC+ meetings held on Wednesday, May 28, 2025, via video conference.

The 191st Meeting of the Conference of the Organization of the Petroleum Exporting Countries (OPEC), which convened the twelve member states, was dedicated to a comprehensive evaluation of the internal governance and strategic performance of the OPEC Secretariat. Key items on the agenda included performance reviews for the current year, projections for 2026, and the organization’s strategic vision over the medium and long term. Algeria, represented by Minister Arkab, played a central role in these assessments, underscoring the importance of cohesion and forward planning among OPEC states.

On the same day, Arkab also took part in the 60th Joint Ministerial Monitoring Committee (JMMC) meeting—a pivotal mechanism established under the OPEC+ framework to monitor compliance with the group’s voluntary production adjustment commitments. The session brought together energy ministers from Algeria, Saudi Arabia, the United Arab Emirates, Iraq, Kuwait, Nigeria, Venezuela (OPEC states), as well as Russia and Kazakhstan (non-OPEC partners).

The JMMC convened to review the conformity levels of participating countries for the months of March and April 2025. During discussions, member states commended the sustained and collective efforts to uphold agreed-upon production cuts. The committee emphasized that the credibility and effectiveness of OPEC+ hinge upon strict compliance, asserting that market stability requires unwavering commitment from all signatories.

Later, Minister Arkab joined the 39th Ministerial Meeting of OPEC and non-OPEC countries, a critical forum where global oil market dynamics were thoroughly analyzed. Participants examined current market trends and conducted forecasts covering both short- and medium-term trajectories, taking into account geopolitical factors, supply-demand fundamentals, and macroeconomic uncertainties.

At the conclusion of the talks, the 22 OPEC+ nations renewed their unified pledge to continue implementing voluntary production cuts until the end of 2026, in pursuit of sustainable market balance. In a move underscoring their commitment to long-term coordination, ministers tasked the OPEC Secretariat with developing a framework to assess each member’s Maximum Sustainable Production Capacity (MSPC). This mechanism is set to serve as the official benchmark for determining baseline production levels in 2027.
