Mohamed Reda Boudab Appointed as New Director General of SEAAL: A Seasoned Water Management Expert Takes the Helm

Algiers – October 2025 – In a leadership transition within Algeria’s vital water and sanitation sector, Mohamed Reda Boudab has been officially appointed as the new Director General of SEAAL (Société des Eaux et de l’Assainissement d’Alger). The installation ceremony took place on Sunday, under the supervision of Hussein Zaïr, Chairman of the Board of Directors of SEAAL, in the presence of board members and the company’s executive management.
The appointment marks the succession of Elias Mihoubi, who has been called to assume new responsibilities. On this occasion, Chairman Zaïr expressed his deep appreciation for Mihoubi’s dedicated leadership and the progress achieved under his tenure, particularly in enhancing operational efficiency and improving the quality of public water and sanitation services. He also conveyed his full confidence in Boudab’s ability to continue driving SEAAL’s mission toward innovation, reliability, and service excellence for the benefit of citizens.
A Distinguished Career in Water Engineering and Public Service
Mohamed Reda Boudab stands among Algeria’s most accomplished professionals in the hydraulic engineering and water management sector, boasting over 30 years of extensive experience in the fields of potable water production, wastewater treatment, and the management of hydraulic systems.
A graduate of the University of Science and Technology Houari Boumediene (USTHB), Boudab earned his State Engineering Degree in Hydraulic Engineering in 1992. He later obtained a Master of Business Administration (MBA) from the École Supérieure de Techniques de Gestion de Hydra (ESTG) in 1999, reflecting a career that bridges both technical mastery and managerial acumen.
Since joining the water sector upon graduation, Boudab has held several key leadership roles that have provided him with comprehensive insight into the operational, technical, and strategic dimensions of SEAAL’s activities:

2022–2025: Served as Director of Production and Resources, overseeing the management of potable water production systems across Algiers, coordinating maintenance programs, and implementing policies on health, safety, and quality assurance.

2012–2021: Held the position of Director of Sanitation Operations, leading teams responsible for managing wastewater networks in Algiers and Tipaza, while supervising major strategic projects such as the Baraqui and Beni Messous wastewater treatment plants (Phase II) and the Ras Djenat system, in addition to several pumping stations.

2010–2011: Acted as Deputy Director of Sanitation, contributing to the master sanitation plan for the province of Algiers, and representing SEAAL as a reference expert in sanitation networks at the World Water Professions Conference.

2006–2009: Served as Director of the Major Sanitation Works Unit, where he founded a specialized center for large-structure network maintenance and supervised structural rehabilitation programs for major sanitation systems.
