𝓐𝓵𝓰𝓲𝓮𝓻𝓼 – 𝓙𝓪𝓷𝓾𝓪𝓻𝔂 𝟐𝟎𝟐𝟔 – The Moroccan Makhzen now finds itself ensnared in a trap of its own making. Its so-called autonomy plan—no more than a handful of flimsy pages—has reached a point where it must be hastily expanded, rewritten, and cosmetically rebranded in an attempt to appease mounting international scrutiny. According to information relayed by Africa Intelligence, a subscription-based outlet reputedly close to Moroccan and French intelligence circles, Rabat has accelerated the drafting of a revised document. Having accessed the full text, one can clearly discern the depth of the impasse into which the Makhzen has maneuvered itself.

By rushing the production of a document demanded by the international community, Morocco merely confirms its diplomatic isolation and its inability to propose a credible political solution. The Makhzen revises, renames, and recycles its narrative, yet remains imprisoned by an inescapable reality: Western Sahara is a non-self-governing territory, and its future cannot be settled through unilateral texts or delaying tactics, but solely through a free, transparent, and internationally supervised referendum on self-determination, in accordance with international law.

Rabat cannot define, manufacture, or decree the representativeness of the Sahrawi people. No hastily drafted “document,” however embellished, can conceal this fundamental impossibility. Speed cannot substitute for legality, and the accumulation of texts cannot erase a simple juridical truth: the Sahrawi people have never exercised their inalienable right to self-determination.

The Moroccan regime now claims urgency in producing a new autonomy proposal, as if haste could override law and repetition could neutralize legal reality. As long as the right to self-determination is denied, any unilateral initiative amounts to a colonial maneuver rather than a genuine political solution.

Rabat speaks of “Sahrawi representativeness” while deliberately excluding Sahrawis in refugee camps and those in the occupied territories, silenced by repression, imprisonment, and permanent surveillance. It invokes local elected officials emerging from ballots organized under military occupation, despite the clarity of international law: an occupying power cannot generate political legitimacy or popular consent. This alleged representativeness is nothing more than an administrative fiction, manufactured by the palace and validated by its security apparatus.

Ironically, Sahrawi leaders have turned Rabat’s argument against itself. By accepting that the Moroccan autonomy plan be included among the options of a self-determination referendum, they have exposed the structural bad faith of the Makhzen. Accepting such an option implies recognition that Moroccan sovereignty over Western Sahara is neither established nor unconditional, but entirely dependent on the free choice of the Sahrawi people—precisely the verdict Rabat has refused to accept for more than half a century.

Timing further betrays intent. This “curious document” is being drafted in haste ahead of key United Nations deadlines, by authors drawn from the narrow inner circle of the palace and Makhzen diplomacy, without consultation of the concerned people, without transparency, and without any international mandate. It is not a political project, but a diversionary tool designed to buy time and blur legal lines.

Substantively, the text is fundamentally incompatible with international law. A feudal-style regime where power is monopolized by the monarch, justice is instrumentalized, fundamental freedoms are suppressed, and Sahrawi human rights defenders languish in prison cannot credibly guarantee genuine autonomy. Autonomy cannot be imposed under occupation; it must be freely chosen. It cannot exist in a system that denies popular sovereignty and criminalizes dissent.

The Makhzen seeks to impose autonomy without self-determination, representativeness without a people, and legality without law. This construction is doomed to fail. It neither conforms to United Nations resolutions nor respects the foundational principle of the right of peoples to self-determination.

Let it be stated plainly: Western Sahara will not be annexed through communiqués, nor confiscated by unilateral documents. The Sahrawi people have already decided the essential matter—its future will not be negotiated in palace corridors, but determined through the ballot boxes of a free, genuine, and internationally supervised referendum.

Everything else is propaganda, bad faith, and the prolongation of a colonial reality that international law will, sooner or later, sweep away.
