Morocco Suffers Fifth Consecutive Diplomatic Defeat in 2025

From the African Union to the United Nations, Rabat’s Costly Lobbying Fails to Mask International Rejection of its Illegitimate Occupation of Western Sahara

Algiers, Algeria | June 4th, 2025 — In yet another humiliating setback, Morocco has failed for the fifth consecutive time in 2025 to secure a strategic international position—this time, in its bid for the Director-General post of the African Medicines Agency (AMA). The elections, held on Wednesday, June 4, 2025, in Kigali, Rwanda, saw Moroccan candidate Dr. Bouchra Meddah soundly defeated by Ghana’s Dr. Delese Mimi Darko, a seasoned health official with strong continental backing.

 

This latest failure adds to a mounting series of diplomatic blows for Rabat, underscoring its waning influence across Africa and beyond, despite its lavish lobbying and intelligence maneuvers. The defeat not only highlights the collapse of Morocco’s foreign policy strategy, but also exposes the erosion of its credibility amid persistent illegal occupation of Western Sahara, a stance that continues to isolate the kingdom within multilateral forums.

In total, Morocco has been rejected five times this year alone:

  1. Twice defeated in elections for a North African seat on the Peace and Security Council of the African Union, losing in a direct confrontation with Algeria.

  2. Humiliated at the AU Summit in February, where its candidate, Minister Latifa Akherbach, was eliminated by Algerian Ambassador Salma Haddadi in the race for Deputy Chairperson of the African Union Commission.

  3. Blocked from securing the prestigious Nelson Mandela Human Rights Prize at the United Nations. Despite an aggressive and well-financed campaign in favor of Moroccan candidate Amina Bouayach, head of Morocco’s National Human Rights Council, Rabat was once again rebuffed.

  4. And now, the AMA directorship has slipped through its fingers, further diminishing Morocco’s hopes of presenting itself as a legitimate regional or humanitarian leader.

 

Each of these defeats shatters the myth of Morocco’s diplomatic momentum and unmasks the reality behind its heavily funded propaganda machine. For all the resources poured into lobbying, coercing, and manipulating international partners, Rabat continues to face resounding rejection, especially when confronting Algeria and the Sahrawi Republic, whose principled diplomacy has gained growing continental respect.

In stark contrast, the Sahrawi Arab Democratic Republic (SADR) has shown remarkable diplomatic discipline and consistency. Represented at the Kigali conference by Ambassador Lamine Baali, the SADR’s Permanent Representative to the African Union, the Sahrawi delegation held productive discussions with ministers and high-ranking officials from across the African continent. Their presence reinforced the legitimacy of the Sahrawi state and its growing engagement in continental policymaking.

Moreover, the importance of the African Medicines Agency has grown substantially post-COVID-19, as global power blocs vie for influence over Africa’s health sovereignty. Morocco’s failure to secure leadership of this agency is not merely symbolic—it’s strategic. It marks a clear signal that African nations are no longer willing to be complicit in Morocco’s continued occupation of Sahrawi territory, nor to reward a regime that consistently defies international law.

In the final analysis, Rabat’s defeat is a diplomatic verdict. It is the cumulative result of its own isolationist policies and its refusal to heed the calls of the international community and African peers to respect the right of the Sahrawi people to self-determination. The more Morocco clings to its colonial ambitions, the more it finds itself rejected, marginalized, and exposed.
