Algiers – November 2025 – The Moroccan Parliament, under the guise of “representation,” has revealed a staggering annual cost of nearly 1.6 million dirhams per deputy for the 2026 budget. Far from being mere figures on a financial sheet, these sums expose a system designed to fund silence rather than foster accountability. The millions are not invested in improving legislation or public oversight but to feed an enormous apparatus that reproduces loyalty and dependency to the monarchy, under the pretext of “popular representation.”

In a nation where youth unemployment is rampant, hospitals are under-equipped, and schools are deteriorating, the Parliament appears entirely detached from reality. Deputies, who should reflect the population’s struggles, have transformed into a privileged class living off the citizens’ contributions, shielded by compensations, benefits, overseas trips, and privileges that make parliamentary service more lucrative than a national duty.

The Parliament’s budget—575 million dirhams allocated for deputies’ and staff allowances, insurance, and travel—highlights a profound deviation from the notion of a state serving the public interest. Institutions that should empower citizens instead distribute legal rents and recycle compliant elites. When parliamentary sessions follow predetermined agendas, laws pass without genuine debate, and deputies derive their legitimacy from the monarchy rather than the people, oversight becomes illusory.

The Moroccan Parliament, in its current form, is not a legislative authority but a façade executing top-down directives. There is no effective government scrutiny, no accountability, and no transparency in budget management. Everything is meticulously structured to maintain the appearance of institutional function while the public continues to fund the privileged lifestyles of those who claim to “represent” them.

While the monarchy’s system markets “reform” and “democratic transition” internationally, it sustains a symbolic legislature that recycles the same faces and rhetoric. This is an expensive democracy—one that costs citizens dearly while offering no substantive governance.

In a country grappling with socioeconomic fragility, when the cost of a single deputy exceeds 1.5 million dirhams annually, the Parliament itself becomes a symbol of crisis rather than a mechanism for solutions. The reality is clear: Moroccan democracy, as portrayed, is lavish yet hollow.
