Algiers, Algeria | The recent surge in child sexual assault cases in Morocco has laid bare a grim reality: a nation unwilling — or perhaps incapable — of protecting its most vulnerable. From the harrowing accounts emerging from Moulay Abdallah in El Jadida, to the summer camps of Ras El Ma in Azrou, and the streets of Tetouan, Moroccan children have been abandoned to predators in a climate of impunity, silence, and systemic negligence.

 

The Moroccan Organization for Human Rights, in an unusually stark statement, sounded the alarm over the horrifying rise in sexual violence against minors. Yet while NGOs raise their voices, the state itself appears either paralyzed or complicit, hiding behind platitudes as children are left to suffer irreparable trauma. These are not isolated incidents; they are symptoms of a deep structural rot in Morocco’s governance of justice, child protection, and social welfare.

What is most damning is not merely the existence of such crimes — every society grapples with them — but Morocco’s systemic failure to respond with urgency, transparency, and accountability. Victims remain voiceless. Investigations drag on. Perpetrators, shielded by corruption and social stigma, often slip through the cracks. Even in the high-profile case of the “Moulay Abdallah victim,” authorities have yet to apprehend all those complicit, a scandalous delay that reeks of negligence if not outright obstruction.

This abdication of duty has left scars far deeper than those inflicted on individual children. It corrodes the very moral fabric of the nation. A country that fails to defend its children is one that surrenders its dignity, forfeits its legitimacy, and condemns its future. Morocco cannot claim modernity or progress while turning a blind eye to such barbarity.

Human rights defenders have demanded not only swift and uncompromising investigations but also comprehensive support systems for child victims — psychological, medical, and social. Yet, state institutions remain lethargic, preferring bureaucratic inertia to decisive action. Meanwhile, national media, too often muzzled or distracted by trivialities, has failed to wage the awareness campaigns desperately needed to empower families and break the culture of silence that perpetuates abuse.
