Moscow Seeks to Broaden Strategic Partnership with Algeria Beyond Traditional Sectors

Algiers – November 2025 – At the Algerian-Russian Business Forum held this week in Algiers, Russia reaffirmed its commitment to accompany Algeria in its drive to diversify the national economy, announcing its readiness to expand bilateral cooperation well beyond traditional domains such as energy, transport, and infrastructure. The event, organized under the auspices of the Ministry of Foreign Trade in coordination with the Algerian-Russian Business Council and the Russian Embassy in Algeria, served as a strategic platform to strengthen economic ties and explore new areas of collaboration between the two nations.

In his opening remarks, Russia’s Deputy Ambassador to Algeria, Alexei Koshikov, underscored the depth of bilateral relations and expressed Moscow’s determination to support Algeria’s economic transformation in line with President Abdelmadjid Tebboune’s vision. “The diversification of the Algerian economy and the growth of non-hydrocarbon exports by 2027 represent a clear strategic direction, and Russia stands ready to assist in this process,” he stated.

Koshikov emphasized that Russian companies are eager to engage in Algeria’s priority sectors, not only in traditional fields such as energy and infrastructure, but also in emerging industries including trade, digital technology, and financial innovation. He also highlighted mining as a key area of potential cooperation, describing Russia as a “reliable partner capable of contributing expertise while preserving Algeria’s national wealth.”

A Shared Commitment to a Stronger Partnership


From the Algerian side, officials reiterated the same enthusiasm for deepening ties with Moscow. Rabah Fassih, Director of the Promotion and Support of Economic Exchanges at the Ministry of Foreign Affairs, affirmed that Algeria is fully committed to “advancing partnership and investment with Russia,” which it considers a “strategic partner with deep-rooted historical ties and a dynamic, expanding economy.”

He further expressed the Foreign Ministry’s “full readiness to support both Algerian and Russian economic operators” in their joint efforts to consolidate bilateral relations. Acknowledging the current trade imbalance, Fassih emphasized “the need to work toward balanced trade flows and to facilitate the access of Algerian products to the Russian market.”

Calling for a “sustainable, innovative, and productive partnership,” Fassih identified several promising sectors for cooperation, including agriculture, renewable energy, transportation, pharmaceuticals, high technology, digitalization, subcontracting, and the circular economy.

Toward Balanced and Sustainable Trade Relations


Ahmed Azimov, President of the Algerian-Russian Business Council, hailed the forum as a milestone for identifying new avenues of cooperation and addressing existing challenges. He noted that the Council has facilitated visits by “more than 400 Russian companies to Algeria since the beginning of the year,” demonstrating Russia’s growing interest in the Algerian market. This, he stressed, places Russia among Algeria’s “most important and dynamic economic partners.”

Azimov also acknowledged that trade exchanges have historically been skewed in Russia’s favor since 2007, but said that “the current objective is to establish a more balanced and mutually beneficial trade relationship.”

This latest forum builds upon the momentum created by President Abdelmadjid Tebboune’s visit to Moscow in 2023, which resulted in the signing of numerous bilateral agreements. The discussions in Algiers now aim to translate those commitments into tangible economic projects.
