Algiers – September 2025 – Algeria has turned a new page in the management of its most vital sector with the appointment of Mourad Adjal as Minister of Energy and Renewable Energies, succeeding Mohamed Arkab, following President Abdelmadjid Tebboune’s announcement of the new government reshuffle. The handover ceremony, held on Monday, was marked by the presence of high-ranking officials from across the energy and mining ecosystem, underscoring the weight of the transition in a sector that remains the backbone of Algeria’s economy.

Present at the ceremony were Karima Bakir Tafer, Secretary of State for Mines, Sonatrach CEO Rachid Hachichi, Sonarem CEO Belkacem Soltani, Hydrocarbons Regulatory Authority President Amine Remini, ALNAFT President Samir Bekhti, ANAM President Mourad Hanifi, and senior representatives of Sonelgaz, in addition to the General Secretary of the National Federation of Electricity and Gas Industry Workers (FNTIEG), Mohamed Abdelfattah Ouled Naoui. Their attendance was an unmistakable signal of the institutional weight and strategic significance of this ministerial succession.

In his inaugural address, Mourad Adjal expressed his profound gratitude to the President of the Republic for entrusting him with what he termed “a heavy yet noble responsibility, at the helm of a sector that constitutes the fundamental pillar of the national economy.” He underscored his commitment to steering Algeria toward a sustainable and secure energy future, emphasizing three guiding priorities: developing domestic capacities, ensuring national energy security, and opening pathways to international markets.

Adjal stressed that “access to foreign markets will remain one of the strategic priorities in the near future,” framing it as indispensable for Algeria’s positioning in a rapidly changing global energy order. He also reaffirmed his resolve to reduce Algeria’s dependency on imported equipment and technology, calling instead for the strengthening of local industrial and technological capabilities. “The ultimate challenge,” he noted, “is to break free from all forms of economic dependence, by fostering innovation, investing in national expertise, and attracting high-quality foreign investment.”

Looking ahead, the new minister identified several pressing challenges: guaranteeing uninterrupted national energy security, spearheading mega-projects in hydrocarbons and renewables, and aligning Algeria with the global transition toward clean energy. He called upon executives and cadres of the energy sector to “turn these challenges into opportunities, through creativity, resilience, and dedication to the supreme national interest.”

For his part, outgoing minister Mohamed Arkab praised President Tebboune for his renewed trust and extended his full support to his successor. Arkab described Adjal as “a high-caliber national figure, whose competence, dedication, and perfectionism have already left a mark on Algeria’s energy landscape, particularly through his stewardship of key projects linking energy to the development of other strategic sectors such as industry and agriculture.”

Mourad Adjal’s career trajectory lends weight to these assessments. An engineer by training, he holds a State Engineer degree in Electrical Engineering from the University of Annaba, an MBA in Marketing and Management from the École Supérieure de Gestion in Paris, and an Executive Doctorate in Business Administration from Algeria’s ISGP. His career within Sonelgaz, which began in 1991, saw him rise through a succession of leadership roles, culminating in his appointment as CEO of the Sonelgaz Group in 2021. In June of this year, he was decorated by President Tebboune with the National Order of Merit, “Achir” grade, a recognition of his contributions to the sector.
