Algiers, Algeria | May 26th, 2025 — In a stunning diplomatic rebuke, Moroccan Foreign Minister Nasser Bourita has been declared persona non grata in Ecuador by a wide coalition of political parties, trade unions, and human rights organizations. The declaration, issued during his controversial visit to attend Ecuador’s presidential inauguration, marks a sharp escalation in Latin American backlash against Morocco’s aggressive foreign lobbying and continued occupation of Western Sahara.

 

More than twenty major Ecuadorian social and political organizations, including the Confederation of Classist Unitary Workers’ Organizations (CEDOCUT) and the Unitary Confederation of Ecuadorian Neighborhoods (CUBE), jointly denounced Bourita’s presence, accusing him of being the principal architect of Morocco’s neo-colonial campaign aimed at silencing the Sahrawi cause and whitewashing decades of human rights violations in occupied Western Sahara.

The groups issued a scathing statement accusing Bourita of engineering a systematic campaign of manipulation, aimed at deceiving Latin American governments, co-opting media figures, and buying the allegiance of parliamentarians through diplomatic favors and economic incentives. His most recent achievement—Ecuador’s October 2024 suspension of recognition of the Sahrawi Arab Democratic Republic (SADR)—was labeled a “betrayal of international law” and a “shameful capitulation to Moroccan-Zionist interests.”

“Nasser Bourita does not represent diplomacy, but occupation, disinformation, and the destruction of the Sahrawi people’s legitimate right to self-determination,” read the joint declaration, also endorsed by solidarity committees from over a dozen Latin American and Caribbean countries.

Critics emphasized that Bourita’s promotion of Morocco’s so-called ‘autonomy plan’ for Western Sahara is illegal, illegitimate, and entirely incompatible with UN resolutions, particularly UN Declaration 1514 on the decolonization of peoples and territories. They further highlighted Morocco’s persistent obstruction of the UN-mandated MINURSO mission, which is tasked with organizing a long-delayed self-determination referendum for the Sahrawi people.

The depth of Ecuadorian anger was further intensified by Bourita’s growing alliance with the Zionist regime, which has drawn global condemnation for its war crimes and brutal repression of Palestinians, especially in Gaza. Protesters in Quito pointed to the hypocrisy of Morocco’s foreign policy, which they described as “morally bankrupt,” uniting with oppressive regimes while claiming to represent regional stability and development.

Bourita’s presence in Quito, rather than solidifying diplomatic influence, has instead shattered Morocco’s credibility among progressive governments and civil societies in Latin America—many of whom, given their anti-colonial history, view Western Sahara’s plight as emblematic of ongoing global injustice.

Analysts say this incident deals a serious blow to Rabat’s campaign to normalize its occupation internationally and further exposes the Makhzen regime’s increasing isolation on the global stage.

With voices in both Latin America and Africa standing firm against Moroccan colonialism, and amid a groundswell of solidarity for the Sahrawi people, Bourita’s foreign policy maneuvering is seen not only as morally reprehensible, but politically toxic.
