New Government Faces Critical Test: Social Demands and 2026 Finance Bill Dominate Algeria’s Agenda

Algiers – September 2025 – The Sifi government begins its mandate under the weight of immense expectations. As Algeria enters a politically sensitive and economically delicate autumn, the administration faces a series of urgent and structural challenges: the smooth management of the back-to-school season, the preparation of the 2026 Finance Bill, and pressing demands in healthcare, housing, and social welfare.
Experts agree that the credibility of the new government will be measured not by its statements, but by its ability to deliver immediate responses while charting a long-term vision for sustainable development. Hocine Amar Yahia, economic consultant and director of a research firm, emphasized that “each new minister must first take stock, design a short- and medium-term plan, and rally around competent teams to rebuild from solid foundations.” He stressed that health is the most urgent priority, calling for a “renowned expert to reassess the system and ensure better patient care,” while education remains “the bedrock of national development and diversification.”
Economist Nazim Sini highlighted the decisive weight of the 2026 Finance Bill, warning that “the budget’s assumptions—oil price benchmarks, new taxes, and spending margins—will shape Algeria’s fiscal trajectory.” He cautioned against ignoring the risk of deepening deficits, underlining that social credibility will also hinge on the government’s ability to stabilize the education sector, secure teachers’ positions, and reassure families about the school system.
Beyond immediate urgencies, the presidential target of achieving a $400 billion GDP by 2027 has been described as realistic but demanding. It requires not only stability in hydrocarbon markets, but also a structural diversification effort in agriculture, tourism, and services. For Abdelkader Berriche, economist and MP, the real challenge is to “move beyond routine management and implement a global development model that guarantees sustainable growth, job creation, and an improved quality of life.”
Strategically, experts argue that the country must accelerate its energy transition, harness renewable resources such as solar and wind, and embrace digital transformation and artificial intelligence as levers of modernization. At the same time, reforms in finance are critical: Sini called for the revitalization of Algeria’s financial market, urging the regulator to attract companies such as Djezzy and Ayrade to energize the bourse and reduce reliance on banking loans, particularly for SMEs.
On the international stage, Algeria is positioned to capitalize on its geostrategic role within Africa and the Mediterranean, particularly through the African Continental Free Trade Area (AfCFTA). Mobilizing national talent, both at home and abroad, will be decisive in shaping the “New Algeria.”
Ultimately, the government stands at a defining crossroads. Its ability to tackle pressing social demands, control fiscal balances, and carry forward ambitious reforms will determine whether it can inspire public trust. As Berriche succinctly put it: “Success will not be measured by cabinet reshuffles or official statements, but by the clarity of its program, the realism of its action plan, and the transparency of its commitments before Parliament.”
