Niger Ends Security Cooperation with Morocco over French Connection

Algiers, Algeria | The Nigerien government has formally terminated its intelligence cooperation with Morocco, citing confirmed links between Moroccan security services and their French counterparts. The decision, announced by senior officials in Niamey, marks a complete halt to joint surveillance and interception operations previously conducted between the two countries.

 

The move follows an internal review by the Nigerien Directorate General for Documentation and External Security (DGDSE), led by Bala Araby, which concluded that the Moroccan-provided equipment and personnel did not meet operational requirements. More critically, the review confirmed that intelligence gathered through the program was also shared with France’s external intelligence service, the DGSE.

The cooperation agreement, originally signed between Niger’s military leadership and a Moroccan communications interception firm, aimed to strengthen Niamey’s monitoring capabilities. Supported by the Regulatory Authority for Electronic Communications (ARCEP) of Niger, the Moroccan company had installed surveillance systems in strategic sites across the capital. The firm is known to maintain institutional ties with Morocco’s Directorate General for Studies and Documentation (DGED), headed by Yassine Mansouri.

A senior Nigerien security source told reporters: “Once the French connection was confirmed, the surveillance network was dismantled immediately. This was a matter of national security, and the decision was final.”

The termination of cooperation aligns with Niger’s broader realignment in security partnerships, a shift shared by its regional allies Mali and Burkina Faso. All three nations have in recent years scaled back or ended various forms of collaboration with France, citing the need for strategic autonomy.
