NOCS Launches Digital Portal and Hotlines to Amplify Civil Society’s Voice

Algiers – September 2025 – The National Observatory of Civil Society (NOCS) has unveiled a new digital portal and dedicated telephone lines to gather proposals, feedback, and initiatives from civil society actors, announced its president, Ibtissam Hamlaoui, during a working session held Tuesday at Ibn Khaldoun University in Tiaret.
Hamlaoui emphasized the vital role of civil society in consolidating national cohesion, underscoring that President Abdelmadjid Tebboune has consistently affirmed the country’s need for the creativity, initiatives, and active engagement of grassroots organizations to strengthen unity and drive local development. She highlighted that the establishment of these communication mechanisms embodies the President’s vision of civil society as a key partner in the governance process.
Over the past five months, the NOCS has organized interactive meetings in 30 wilayas, drawing the participation of nearly 20,000 civil society activists and 14,000 association presidents. These forums have served as platforms for dialogue, idea-sharing, and networking, enabling participants to contribute directly to national policymaking.
The Observatory has also invested in the training and empowerment of civil society actors, notably through the organization of six “Summer Universities.” These programs have provided opportunities to exchange expertise, strengthen capacities, and forge collaborative networks among associations nationwide.
According to Hamlaoui, detailed reports summarizing the outcomes of these encounters—along with the concerns, suggestions, and recommendations voiced by participants—have been systematically transmitted to the country’s highest authorities. This process ensures that civil society’s perspectives are not only documented but also integrated into the decision-making framework.
With the launch of its electronic platform and hotlines, the NOCS is institutionalizing a permanent channel for engagement, reaffirming its mission to act as a bridge between citizens and state institutions.
