On National Radio: The National Observatory for Civil Society Unveils Five-Month Record of Action

Algiers – September 2025 – In an interview broadcast on the third channel of Algerian National Radio, the President of the National Observatory for Civil Society, Dr. Ibtissem Hamlaoui, presented a thorough assessment of the institution’s activities over the past five months. As an advisory body to the President of the Republic, Abdelmadjid Tebboune, the Observatory has placed at the heart of its mission dialogue, consultation, and the formulation of proposals aimed at reinforcing the role of civil society nationwide.
Dr. Hamlaoui detailed the extensive outreach carried out since assuming her responsibilities. She herself visited 29 wilayas, while members of the Observatory covered 19 others, during which training sessions were organized for local civic actors. These initiatives enabled direct engagement with 23,694 activists and facilitated contact with 14,871 associations. According to her account, 70% of the concerns raised were effectively resolved thanks to the presence and responsiveness of wilaya governors.
A landmark initiative in this period was the organization, for the first time in Algeria, of six summer universities devoted to civil society, under the High Patronage of the President of the Republic. These universities gathered representatives from all 58 wilayas, creating a national space for networking, capacity building, and the exchange of ideas. Participation was structured by sector, starting with cultural associations and followed by environmental organizations, with the ambition of extending the program to all civic fields.
During the interview, the Observatory’s President also underscored the importance of “horizontal action,” insisting that proximity to citizens on the ground is indispensable for effective work. Student organizations were likewise recognized as integral partners, described as well-trained, ambitious, and intellectually engaged actors with a ubiquitous presence across Algeria.
The Observatory’s first National Meeting of Associations for People with Special Needs was another highlight. With the participation of 1,000 associations, this gathering was marked as one of the most significant encounters supervised by the institution, reflecting the determination and resilience of this vital segment of society.
On a pressing note, the fight against drug abuse was identified as a top priority. Dr. Hamlaoui explained that the Observatory is developing a comprehensive action plan in collaboration with neighborhood committees and civic actors to confront this scourge, which poses a grave threat to children and youth. While stressing that the Observatory’s role is to accompany, raise awareness, and sensitize the public, she clarified that direct field interventions fall within the remit of specialized authorities.
The institution has also launched 19 training workshops across different wilayas, aimed at strengthening the capacities of civil society representatives and broadening their expertise on key issues.
Looking forward, structural reforms are underway. A recent presidential decree set the number of Observatory members at 85 and outlined plans to establish permanent delegations in all 58 wilayas. Digitization remains a central priority, anchoring the Observatory’s modernization strategy.
In closing, Dr. Hamlaoui reaffirmed the Observatory’s openness to all civil society actors, including the Algerian diaspora, which she described as a national treasure with a high patriotic spirit. Numerous joint projects are already being planned to harness this potential. She concluded the interview with a clear commitment: to complete visits across all wilayas before the end of the year, thereby consolidating the Observatory’s role as a dynamic platform for dialogue, empowerment, and national solidarity.
