OPEC+ JMMC Affirms “High Level” of Compliance with Production Cuts, Reiterates Commitment to Market Stability

Algiers – October 2025 – In its 62nd session held by videoconference on Wednesday, the Joint Ministerial Monitoring Committee (JMMC) of OPEC and its partners (OPEC+) underscored that the “vast majority” of signatory countries to the Declaration of Cooperation demonstrated a “high level” of compliance with the agreed oil production cuts for July and August 2025.
According to a communiqué from Algeria’s Ministry of Hydrocarbons and Mines, the committee emphasized that the continued adherence of most participating states reflects their unwavering commitment to the collective decisions adopted under the OPEC+ framework.
The meeting brought together the oil ministers of Algeria, Saudi Arabia, the United Arab Emirates, Iraq, Kuwait, Nigeria, and Venezuela, alongside Russia and Kazakhstan representing the non-OPEC partners. Algeria was represented by Mohamed Arkab, Minister of State and Minister of Hydrocarbons and Mines.
During the discussions, members highlighted the importance of “strict enforcement of production adjustments and the settlement of recorded surpluses,” stressing that the stability and equilibrium of the international oil market remain closely tied to the cohesion, discipline, and collective responsibility of OPEC+ signatories.
The communiqué further underlined that the robust cooperation among members continues to serve as a bulwark against volatility, ensuring that global oil supply remains aligned with market fundamentals. The ministers reaffirmed that discipline and unity are critical pillars in safeguarding both producers’ interests and broader market stability.
The JMMC concluded by announcing that its next session will be held on 30 November 2025, a meeting expected to carry forward the evaluation of market dynamics and review member states’ compliance with production adjustment commitments.
