Algiers – December 2025 – The Malaysian Conference on “The Role of Parliaments in Shaping the Future of Responsible Artificial Intelligence,” held in Kuala Lumpur from November 28 to 30, wrapped up on Sunday evening after three intensive days of high-level deliberations. The event brought together parliamentary delegations and distinguished international experts to examine the future of legislation and governance in the rapidly evolving field of artificial intelligence. Algeria was represented by Mr. Kamal Khelifati, a member of the Inter-Parliamentary Union’s Working Group on Science and Technology.
In his intervention, Mr. Khelifati outlined Algeria’s experience in the domains of digital transformation and artificial intelligence, highlighting significant progress in the digitization of public administration, the expansion of digital infrastructure, and the consolidation of the legislative framework regulating this emerging sector. He also underscored Algeria’s efforts to ensure the inclusion of women in decision-making centres, presenting it as an essential dimension of inclusive governance and technological advancement.
The conference culminated in a set of forward-looking recommendations aimed at reinforcing the foundations of responsible AI governance. These include the development of legislative frameworks that guarantee transparency and data protection, the strengthening of parliamentary capacities in digital oversight, and the encouragement of responsible innovation and the exchange of international best practices. Delegates also called for the establishment of mechanisms that reinforce human centrality in decision-making, particularly in light of the accelerating pace of AI development and its ethical implications.
The deliberations underscored a growing awareness among policymakers that artificial intelligence cannot be left to market forces or technical communities alone, but requires proactive and informed political oversight. Participants argued that parliaments must evolve into key actors capable of anticipating risks, shaping ethical standards, and ensuring that AI systems remain aligned with human rights and societal well-being.
For Algeria, its active participation in the conference signalled both regional commitment and global engagement. The country’s contributions were presented as evidence of a strategic national vision that anchors technological innovation within a broader framework of regulatory preparedness and social inclusion.
