President Tebboune Chairs Cabinet Meeting, Issues Key Decisions on Electoral Reform, Eid Livestock Imports, Youth Policy, and Climate Adaptation

ALGIERS, March 9th, 2026 — President Abdelmadjid Tebboune chaired a meeting of the Council of Ministers on Sunday, devoted to examining a draft law defining electoral constituencies and the number of parliamentary seats, alongside presentations on the importation of one million sheep for Eid al-Adha, preparations for the upcoming Hajj season, and a proposed national youth plan.

Following a presentation by the Prime Minister on the Government’s activities over the past two weeks, and after listening to ministerial briefings and interventions, President Tebboune stressed the necessity of strict daily monitoring on the ground to combat speculation with the utmost firmness—particularly in relation to imported fruits and meat. He ordered that individuals involved in such practices be immediately placed on blacklists and permanently barred from engaging in import or commercial activities.

Electoral Law Reform

Regarding the proposed amendment to the law defining electoral constituencies and the number of parliamentary seats:

• The President instructed that the draft revision be reconsidered and that political parties be consulted before the final adoption of the law.

• A dedicated commission has been established to oversee and revise the proposed amendments. The commission will meet at the Presidency to determine definitively the number of seats to be allocated in accordance with legislative elections.

Importation of Livestock for Eid al-Adha 2026

Concerning the ongoing process of importing one million heads of livestock for Eid al-Adha 2026:

• President Tebboune approved that the sale price of imported sacrificial animals should not exceed 50,000 Algerian dinars for citizens.

• Government services were instructed to closely monitor both the importation and commercialization processes to ensure transparency and accessibility.

Combating the Spread of Desert Locusts

During a briefing on efforts to curb the spread of Desert Locust swarms threatening agricultural production in the far south:

• The President ordered intensified efforts to contain the phenomenon.

• Authorities were instructed to deploy modern scientific methods, including aerial pesticide spraying, particularly in border areas that are most vulnerable.

• Monitoring cells are to be rigorously activated using preventive methods supported by Algerian satellite imagery and advanced technological tools.

National Youth Plan 2026–2029

With regard to the proposed National Youth Plan (2026–2029), the President emphasized that young people have the legitimate right to demand opportunities—particularly in employment and social protection—while maintaining a patriotic spirit that shields them from exploitation by hostile forces seeking to destabilize the nation.

Among the directives issued:

• The Minister of Youth was tasked with investigating cases where some young citizens are not benefiting from unemployment allowances.

• New proposals and strategies must be developed to reduce unemployment levels.

• Efforts must be intensified to combat drug trafficking targeting young people, described as part of a plot originating beyond Algeria’s borders against this dynamic segment of society.

President Tebboune also called for:

• Greater emphasis on school and university sports in coordination with the Ministries of Education and Higher Education.

• Strengthening communication bridges between Algerian youth at home and abroad to reinforce their connection to the homeland.

• Expanding youth infrastructure, including at least one youth center per municipality, alongside modern facilities adapted to contemporary youth needs.

• Enhanced coordination between the Ministries of Youth and Culture to design programs aligned with young people’s interests and encourage their participation in organization and management.

National Plan for Adaptation to Climate Change

Addressing the national strategy for climate adaptation, the President instructed the responsible minister to:

• Expand laboratories for inspecting imported products across all ports and airports, in coordination with the Ministries of Interior, Foreign Trade, Environment, and Transport.

• Accelerate wastewater treatment operations with the objective of reaching at least 30 percent reuse capacity.

• Reinforce environmental protection measures as part of a broader strategy to safeguard public health.

The President emphasized that environmental action today forms an integral component of economic and political policy and is increasingly embedded within a comprehensive vision of national security and citizen protection.

At the conclusion of the meeting, the Council of Ministers approved several decrees and decisions relating to appointments and terminations of duties in senior state positions.
