President Tebboune Charts the Course for Strategic National Reforms

Algiers – November 2025 – President Abdelmadjid Tebboune presided over a Council of Ministers meeting this Sunday, focusing on a series of strategic dossiers essential for the country’s development trajectory.
The discussions, as outlined in an official statement from the Presidency, revolved around the draft law regulating trust services for electronic transactions and electronic identification, as well as two critical presentations: the electrification of major agricultural projects and new provisions within the road traffic law.
Following a comprehensive review of government activities presented by the Prime Minister, President Tebboune issued a series of directives designed to ensure effective implementation and measurable impact.
A Strict Road Code to Curb Accidents
On road safety, the President commended the robustness of the new traffic law draft, describing it as “coherent and solid” with stringent measures intended to significantly reduce road accidents. The 193-article text, incorporating over 50 new provisions, provides a comprehensive framework for schools, drivers, vehicles, and monitoring authorities. President Tebboune emphasized the importance of equipping security and judicial bodies with the necessary means to enforce the law effectively, including sworn inspectors, periodic and random medical examinations for transport operators, and advanced technological tools for traffic monitoring, electronic fine payments, and verification of cargo weights.
Agricultural Electrification and Energy Exportation
The Council also addressed the strategic electrification of major agricultural projects. The Minister of Energy and Renewable Energy highlighted that over 100,000 farms are already connected to electricity, with key investment projects—coordinated with partners such as Baladna (Qatar), Cevital (Algeria), and BF (Italy)—successfully linked to both electricity and gas networks. President Tebboune ordered rigorous monitoring of the North-South electrification project, underlining its strategic importance, and instructed the government to capitalize on surplus electricity production through export to Europe and Africa.
Immediate Import of Agricultural Machinery
Addressing urgent agricultural needs, President Tebboune mandated the import of harvesters and agricultural equipment less than five years old to support critical crops such as corn and oilseeds, particularly sunflower. Additionally, he called for the preparation of a forward-looking agricultural orientation law that incorporates sustainable sectoral management and active participation from experts and stakeholders.
Adoption of New Legislative Frameworks
The Council of Ministers approved the draft law governing trust services for electronic transactions and identification, alongside a presidential decree ratifying the headquarters agreement between Algeria and the World Intellectual Property Organization (WIPO) for the establishment of an external office in Algiers.
