President Tebboune Executes Partial Reshuffle in the Corps of Walis and Deputy Walis

Algiers – October 2025 – In a move aimed at reinforcing administrative efficiency and strategic governance, President Abdelmadjid Tebboune has carried out a partial reshuffle in the corps of walis and deputy walis on Monday, in strict accordance with Article 92 of the Constitution, according to an official statement from the Presidency.

The reshuffle includes the termination of the mandate of Mustapha Griche, wali of Mila, while a series of key transfers and appointments were executed across the national territory to optimize administrative performance.

Among the notable transfers, Fodil Douifi moves from Laghouat to Adrar, Mohamed Benmalek from Batna to Laghouat, Agoun Houria from Guelma to Bouira, and Chibani Samir from Oran to Guelma. Other strategic postings include Ali Moulaï to Béni Abbès, Abdelkrim Laâmouri to Annaba, Brahim Ouchéne to Oran, Fayçal Amrouche to Mila, and Djamel Hashas to Blida.

The reshuffle also entails new appointments: Noureddine Rafsa, formerly deputy wali of Dar El Beïda, is now wali of In Guezzam; Amine Benchaoulia, formerly deputy wali of Sidi M’Hamed, assumes leadership in Tipaza; and Benahmed Riadh, formerly deputy wali of Boussaâda (M’sila), is appointed wali of Batna.

Furthermore, the mandate of Mahfoud Bouzertit, deputy wali of Chéraga, has been terminated, and new deputy walis have been appointed in critical administrative jurisdictions: Abdelfattah Benguergoura (Chéraga, Algiers), Mahrez Maamri (Dar El Beïda, Algiers), Zeidi Abdelmalek (Sidi M’Hamed, Algiers), Zougari Nacer (El Kantara, Biskra), Bouguetcha Djamel (Bir El Ater, Tébessa), Amrani Attal (Boussaâda, M’sila), Benbaba Ali Abdelkrim (El Aricha, Tlemcen), and Khalfaoui Hamid (Ksar El Boukhari, Médéa).
