A landmark State visit by President Abdelmadjid Tebboune to Slovenia underscores a dynamic partnership rooted in mutual respect, high-level cooperation, and a unified stance on regional and international issues, including Palestine and Western Sahara.

Algiers, Algeria | May 12th, 2025 — In a move reaffirming Algeria’s commitment to diplomatic engagement and strategic partnerships, President Abdelmadjid Tebboune arrived in Ljubljana on Monday afternoon for a State visit to the Republic of Slovenia, at the invitation of his Slovenian counterpart, President Natasa Pirc Musar. This visit marks a significant turning point in Algerian-Slovenian relations, reflecting the deepening political, economic, and diplomatic ties between the two nations.

             

 

The bilateral relations between Algeria and Slovenia have experienced remarkable momentum in recent years, a dynamic made possible by the shared political will of their respective leaderships. Both President Tebboune and President Pirc Musar have expressed a clear determination to elevate the partnership to unprecedented heights through sustained political dialogue, economic collaboration, and mutual advocacy on key global issues.

Bilateral Synergy and Diplomatic Maturity

At the heart of this renewed diplomatic vigor lies the establishment of embassies in both capitals and a steady increase in high-level visits. This includes reciprocal missions by foreign ministers, heads of state, and parliamentary leaders. The most recent illustration of this diplomatic depth was the November 2023 visit by Algerian Foreign Minister Ahmed Attaf to Ljubljana, during which President Tebboune conveyed his readiness to explore every avenue to advance bilateral ties.

The two countries have cultivated a unique understanding, driven by parallel stances on vital international matters, such as the Palestinian cause and the Western Sahara issue. Both nations have reiterated their firm support for the United Nations Secretary-General and his Personal Envoy in achieving a fair, lasting, and definitive resolution for Western Sahara, grounded in the principle of the right to self-determination—a principle held as sacrosanct by both governments.

Strategic Alignment at the UN Security Council

Notably, Algeria and Slovenia currently serve as non-permanent members of the UN Security Council. This rare convergence has elevated their coordination in multilateral forums and amplified their common voice on conflict resolution, peacebuilding, and international law. Their shared commitment to peaceful solutions to global crises reflects a principled foreign policy orientation, free from hegemonic ambitions and rooted in respect for sovereignty and international consensus.

In September 2024, President Pirc Musar, in a congratulatory message to President Tebboune following his re-election, hailed the “privileged” nature of Algerian-Slovenian relations and expressed eagerness to continue building on Algeria’s remarkable multilateral engagements, particularly within the Security Council.

Economic and Technical Cooperation: Expanding Horizons

Economic cooperation has also flourished, with multiple agreements signed during the official visit of Slovenian Prime Minister Robert Golob to Algeria in May 2024. These agreements span crucial sectors including energy, environment, higher education, scientific research, and artificial intelligence. One notable breakthrough was the signing of an agreement waiving short-stay visa requirements for holders of diplomatic passports, signaling trust and ease of bilateral mobility.

Furthermore, both countries agreed to establish a Joint Commission to institutionalize and guide cooperation frameworks, ensuring the sustainability and expansion of bilateral projects.

Parliamentary Diplomacy: A Pillar of Engagement

On the legislative front, the ties between the two countries witnessed significant enhancement. The creation of the Algeria-Slovenia Parliamentary Friendship Group in October 2022 has provided an important platform for dialogue and cooperation. This was bolstered by mutual visits, including that of People’s National Assembly (APN) Speaker Brahim Boughali to Slovenia and the visit to Algiers by Urška Klakočar Zupančič, Speaker of the Slovenian National Assembly, in September last year. Both sides emphasized the importance of defending shared values and strengthening solidarity in multilateral engagements.

A United Voice for Justice and Peace

During his May 2024 visit, Prime Minister Golob stressed the need for both countries to cooperate on addressing global challenges. He reiterated Slovenia’s unwavering support for the Palestinian people and its alignment with Algeria in seeking peaceful and lawful solutions to conflicts. This mutual advocacy positions Algeria and Slovenia as responsible international actors deeply committed to justice, diplomacy, and peace.

President Tebboune’s visit to Ljubljana stands not only as a continuation of an upward diplomatic trajectory but also as a gateway to a strategic alliance rooted in mutual benefit, regional stability, and a shared vision of a just international order.
