President Tebboune Launches a New Wave of Strategic Development Projects in Constantine

Algiers – November 2025 – President Abdelmadjid Tebboune undertook a working and inspection visit to the wilaya of Constantine this Thursday, marking a decisive acceleration in the region’s structural, health, and sports infrastructure development. The visit was crowned by the official laying of foundation stones for two major strategic projects that reflect the state’s clear commitment to reinforcing public services and modernizing essential facilities in one of Algeria’s most vital provinces.
At the forefront of the President’s agenda was the launch of construction for the new University Hospital Centre (CHU), an ambitious medical complex designed to transform the healthcare landscape in the East of the country. With a capacity of 500 beds and built on an impressive 20-hectare site, the future CHU embodies a qualitative leap in medical infrastructure. President Tebboune received a comprehensive briefing on the project, which will encompass 24 specialized hospital departments, multiple medical units, and a pedagogical wing capable of hosting 1,000 students—integrating health services, academic training, and research in a single, modernized complex.
Set to be completed within 28 months, this new hospital is expected to significantly reduce the chronic pressure faced for years by the existing Abdeslam Benbadis University Hospital. According to Lynda Boubguira, the Director of Health and Population of the wilaya, the project stands as a central element in the national effort to enhance healthcare capacity and respond to the growing demographic and medical needs of the region.
Awarded to the public group Cosider, the construction of this major health infrastructure aligns with a broader presidential vision aimed at strengthening healthcare networks nationwide. Strategically located in the Zouaghi district near the Salah Boubnider University of Medicine (Constantine 3), the future hospital will house cutting-edge medical services, modern surgical blocks, and specialized units in neurosurgery, pediatrics, cardiology, hematology, intensive care, and surgical medicine. It will also include pedagogical spaces and scientific research laboratories, further reinforcing its role as both a care and academic hub.
In addition to healthcare development, President Tebboune also launched another high-impact project: a modern sports complex designed to meet international standards and expand Constantine’s sports infrastructure. The ambitious complex will feature a main football stadium, two auxiliary training fields, and an integrated accommodation facility comprising 60 rooms. It will also include a 3,000-seat Olympic swimming pool, a 2,000-seat multisport hall, three tennis courts, a parking area with a capacity for 3,500 vehicles, and an energy hub intended to support the facility’s operational autonomy.
These initiatives are emblematic of a broader state strategy to revitalise Constantine through investments that reinforce its status as a major urban, academic, and economic centre. President Tebboune’s presence on-site underscores the political will to accelerate project execution, strengthen public facilities, and respond to the aspirations of citizens for modern, efficient services.
