Algiers, Algeria– Friday, July 18, 2025 | President Abdelmadjid Tebboune confirmed on Friday evening that a government reshuffle remains a possibility, but one that would occur strictly “based on the country’s needs,” underscoring a pragmatic and measured approach to Executive governance.

Speaking during his periodic televised interview with representatives of the national press, President Tebboune stated unequivocally: “Changes within the Executive are carried out as needed.” This comment, though concise, signals the President’s continued adherence to a performance-based governance model, in which cabinet-level appointments are shaped not by partisan calculations, but by evolving national priorities.

It is worth recalling that the most recent government reshuffle took place on November 20, 2023, when the President enacted a presidential decree appointing new members to the government led by Prime Minister Nadir Larbaoui. That ministerial reshuffle introduced new portfolios and elevated several new national figures to executive roles, reinforcing the President’s long-declared commitment to both institutional renewal and generational succession within the state apparatus.

In his remarks, President Tebboune reaffirmed his full confidence in several incumbent ministers—particularly those holding sovereign portfolios—highlighting their continued relevance in safeguarding the state’s core functions during a period of geopolitical uncertainty and economic transition. He also praised the performance of newly appointed ministers, including ministers-delegate and secretaries of state, many of whom represent a new wave of technocratic leadership within Algeria’s government.

Among the most significant institutional innovations of the November reshuffle was the decision to appoint Army General Saïd Chanegriha, Chief of Staff of the People’s National Army, as Minister Delegate to the Minister of National Defence—a symbolic and strategic move that underscores the centrality of national security in the government’s agenda.

In another notable development, a new position of Minister of State was created and granted to the Minister of Foreign Affairs, the National Community Abroad and African Affairs, and the Minister of Energy, Mines and Renewable Energy—two portfolios critical to Algeria’s economic diplomacy and energy transition strategy.

These developments form part of President Tebboune’s broader effort to streamline executive action, elevate national expertise, and ensure that every component of the government apparatus aligns with Algeria’s long-term strategic vision.
